Job DescriptionThe Bureau of Prisons, FCC Petersburg, intends to make a single award of a firm fixed price task order to a qualified entity to provide temporary nursing services (120 days) to (4) Four Registered Nurses for Federal offenders held in the custody of the Department of Justice, Federal Bureau of Prisons, at the Federal Correctional Complex (FCC), 1060 River Rd, Petersburg, VA The FCC includes Medium security, Low-Security prisons, and a satellite camp. This will be a contractual agreement between the contractor and the Federal Government and does not constitute an employer/employee relationship. The contractors must accomplish a specific result without supervision, according to the work statement, within the contractor's own determination. The contractors are required to complete all tasks outlined in the Statement of Work by applying whatever methods are deemed appropriate, and consistent with professional standards and BOP policy. Payment will be based on the provision of an end product or the accomplishment of a specific result. The contractors will not be subject to Government supervision; however, monitoring will be provided by the Contracting Officer's Representative (COR). The Government may evaluate the quality of professional and administrative services provided, but retains no control over the aspects of services rendered (e.g. professional judgment, diagnosis for specific medical treatment). The contractors will indemnify the Government for any liability-producing act or omission by the contractor; its employees and its agent occurring during contract performance. The contractors will maintain liability insurance, in an amount that is not less than the amount normally prevailing with the local community of Petersburg Virginia, for these services. The contractors will provide a copy of their Insurance Binder prior to the contract award. The contractors are also required to ensure that its subcontracts for the provisions of healthcare services contain the requirements of the clause at FAR , including the maintenance of medical liability insurance.
This non-personal service requirement is due to the shortage of nursing staff at FCC Petersburg is experiencing. FCC Petersburg is a Federal Correctional Complex. The FCC is currently experiencing nursing staff shortages due to the competitiveness of the area and extensive background and financial requirements of applicants. The work environment is a correctional setting with both acute and chronic medical and mental health patients. The Contractor's employees are expected to follow the instructions of FCC Petersburg staff pertaining to the safety and security procedures at FCC Petersburg.
The overall purpose of this non-personal service contract is to provide approximately 3840 hours Four Contract Registered Nurses, for 120 days at the Federal Correctional Complex.
II WORK REQUIRMENTS
The contractors are responsible for the provision of the services listed below:
Provide RN Services which includes, but is not limited to assistance to the RN with screening of inmates, assisting the physician or mid-level provider with procedures, evaluation, treatments, and administration of mediation including but not limited to, intra-venous, tube-feedings, placement of naso-gastric tubes, placement of catheters, documentation according to policy and good medical practice, performing venipunctures, dressing changes, patient education, emergency response, counseling patients, assist with performance of mental health examinations, de-sedation techniques, monitoring behavior, provide feedback into multi-disciplinary team planning and forensic studies. This would include monitoring vital signs, suicide watch, seclusion, and glucose monitoring just to mention a few of the basic skills required.
The Contractors must possess the necessary skills, abilities, and credentials to perform professional nurses' services requested.
The contractors shall possess experience in utilizing the following listed or similar equipment: IM EKG machine, Welch-Allyn vital sign monitor, Hewlett-Packard monitors, Phillips AED's, and Accu-check for glucose checks.
All below listed information shall be provided prior to being accepted for work at FCC Petersburg. RNs assigned to FCC Petersburg by the contractor must possess the following qualifications:
All supplies required for the performance of the duties indicated in this contract will be provided by FCC Petersburg.
All records maintained by the contractor under this contract will remain the property of FCC Petersburg.
The Bureau of Prisons shall establish and maintain a record keeping system that will record the hours worked by the contractor's employees. Upon arrival and arrival form FCC Petersburg, the Contractor employee will sign-in and sign-out of the Contractor Log Book in the front lobby. The Contractor employee(s) shall report to the appropriate nurse manager or designee upon arrival at and the departure from the FCC Petersburg Complex.
Monitoring of the Contractor's employees time shall be demonstrated through time sheets and the Contractor Log Book. The Contractor employee will complete the time sheet and provide it to the HSA or designee designee for certification of hours worked. After awarding the contract, any incidents of Contractor employee non-compliance as evidenced by the monitoring procedures shall be forwarded to the Contractor by the Contracting Officer's Representative (COR). Documentation of services performed shall be reviewed prior to certifying payment. The Bureau of Prisons shall pay for services which are actually performed and in strict accordance with the above-mentioned schedule. Contract monitoring and record-keeping procedures shall be sufficient to ensure proper payment and allow audit verification that services were provided.
The contractors will be required to wear Grey or royal blue scrubs while on duty at FCC Petersburg.
III SUPPORTING INFORMATION
The Contractors agree to adhere to all FCC Petersburg regulations pertaining to the security, custody and conduct of inmates. The Contractor employees shall attend a four (4) hour orientation program and contractors a drug screen urinalysis prior to assuming their role as contract employees. The reimbursement to the Contractors for their time spent in the institution security/professional related training will be at the session contract rate.
Provisions of services under this contract will require frequent and unsupervised contact with inmates. Contractor will not be responsible for the administrative management of inmates other than to ensure that those inmates involved in activities within the contractor's scope of work abide by regulations. This, in effect, ensures their safety and well-being. The contractors agree to adhere to all regulations prescribed by the institution for safety, custody, and conduct of the inmates. The contractor will be required to report/provide documentation to the COR, or
designee, any infractions of institutional rules and regulations by inmates in memo format. The contractor will familiarize himself/herself with the Federal Bureau of Prison's relevant policies (i.e. Instrument, Needle and Syringe Accountability, etc.) rules and regulations and agree to abide.
The contractors cannot supervise BOP staff, participate in inmate accountability, requisition, sign or pick up supplies, formulate policy or procedure or attend staff functions such as staff recall.
Unless individual waivers are obtained under procedures outlined in Program Statement , Bureau of Prisons Acquisition Policy, the following investigative procedures will be applied to contract employees working under the terms of this purposed contract:
The services will be performed at FCC Petersburg, Virginia under the direction of the COR.
This will be a firm fixed price task order for approximately 3840 sessions (hours) for a period not to exceed 120 days, not to include holidays. Each session will be one hour, therefore each nurse will average 80 hours of work in a two week period. Each RN will be able to perform for a 120-day period. With your solicitation, you are required to submit a schedule and a detailed plan for carrying out the contact work required. For a change in the schedule, at least a four-hour notice must be made to the COR or designee at FCC Petersburg, VA. Contractor shall provide non-personal healthcare services in the capacity of RN services. Services shall be in accordance with commercial practices and the terms and conditions established in the individual contracts with the General Services Administration.
Commencement of Performance: the contractors shall commence performance of this contract as soon as possible but no later than thirty (30) days from the date of contract award and immediately following BOP National Agency Clearance Inquiry (NACI) requirements. At a minimum contract staff identified to perform under this task shall submit all completed investigation forms no later than fourteen (14) calendar days after an award.
The Contractors shall immediately inform the COR in writing of any claims made, lawsuits filed, or other legal actions that might occur as a result of services performed at FCC Petersburg and those involving any setting in which services of a nature substantially similar to services contracted for by FCC Petersburg are being performed.
The Contractors shall immediately inform the COR in writing of any adverse action taken by any State regulatory body involving the Contractor employee's certification. This includes, but is not limited to suspension, revocations, and restrictions on practice or reprimands.
The contractors will be notified within 48 hours of adverse actions. Adverse actions will be constituted as, but not limited to, consistent tardiness, absenteeism, inappropriate conduct with inmates, breach of confidentiality, failure to properly document, etc. Resolution will be discussed with the contractor, but final action will be determined by the Administrative Contracting Officer.
