Overview/ Job Responsibilities:

  • Having extensive experience working in a DoD Program Executive Office, Project Manager and/or Product Manager Business/Budget Management office, will be a proactive, energetic, and assertive individual willing to do what is necessary to exceed expectations across the full scope of functions.
  • Be a selfstarter with the ability to function autonomously, with little to no direct supervision.
  • Be able to clearly and accurately articulate (both verbally and in writing) complex thoughts and ideas and be comfortable and respectful interacting with the military, civilian government, and industry team while fulfilling the responsibilities of a Program Specialist.
  • Coordinating, attending and providing internal and external meeting support
  • Developing and briefing presentations as well as maintaining configuration control of all briefing packages
  • Coordinating inter and intrateam communications including activity reports, product specific item tracking, SharePoint administration, calendar administration and risk management.
  • Providing contract package coordination including Acquisition Requirements Packages (ARPs) as well as coordinating and managing, tracking and routing Contracts Data Requirements List (CDRL) deliverables
  • Tracking customer orders and working with the larger team regarding requisitioning and delivery documentation

Minimum Qualifications:

  • Active
    SECRET clearance
  • AA or 2year technical degree in Business or related field
  • Minimum of five (5)
    years' experience supporting government programs as a contract specialist, or program specialist/analyst is required
  • Supports planning, evaluation, review, and prioritization of technical and financial resources associated with assigned government programs
  • Supports program planning, evaluation, and financial management functions as well as the cost analysis and contractor performance measurement functions for assigned government programs
  • Perform extensive coordination with Product, Program and Project Managers, other Project Executive Offices (PEO's), DA staff, other services, and industry personnel during all phases of assigned projects
  • Applies independent expert knowledge of program planning and evaluation, Army missions, goals, and objectives
  • Independently selects methods, plans, and coordinates the details, and carries work through conclusion, with mínimal guidance or supervision
  • Completed work will be reviewed for soundness of analysis, suitability of methods used, and for conformance with organizational analytical procedures and practices
  • Prepares, coordinates and/or reviews the preparation of portions of written plans, schedules, and milestones for accomplishing goals
  • Organizes, schedules, and assists in administering supporting functions of appropriate meets for discussion of issues
  • Prepares Department of Defense programmatic reporting requirements, acquisition documentation (ACAT-I, II, III), milestone decision documentation (A, B, C, FRP), and spend plan management

Desired Qualifications:

  • Five (5) years of relevant military experience can be substituted/utilized as related experience.
  • Standard Operation and Maintenance Army Research and Development System (SOMARDS), General Fund Enterprise Business System (GFEBS), Logistics Modernization Program (LMP), Defense Travel System (DTS) and Automated Time Attendance and Production System (ATAAPS) experience highly preferred
  • Experience working with Foreign Military Sales (FMS)
  • Experience in the planning, programming, budgeting, and execution (PPBE) support to include (but not be limited to) budget formulation with validated requirements and manpower costs, justifying and defending against proposed funding changes and potential delays in program spending, developing budget exhibits, presentations, and lifecycle analysis to facilitate mission success within the programs would be a bonus
  • Additional experience entering, managing, and presenting data contained in Government software systems such as the Defense Acquisition Management Information Retrieval (DAMIR), Performance Measurement and Reporting Taskforce (PMRT), and the Army Equipping Enterprise System (AE2S) would also be beneficial.
