    The Broward County Board of County Commissioners is seeking qualified candidates for Engineering Inspector PT19 (Waste Regulation) to support the Environmental Permitting Division.

    General Description
    Performs journey level construction inspection tasks at a variety of public works construction sites.
    Works under general supervision, independently developing work methods and sequences.
    Minimum Education and Experience Requirements

    Requires two (2) years experience in engineering field survey and/or inspection work depending on area of assignment or closely related experience.

    None.

    Preferences


    Associates degree from an accredited college or university with major coursework in environmental sciences, environmental Engineering or closely related field.

    Bachelor's degree from an accredited college or university with major coursework in environmental sciences, environmental Engineering or closely related field.

    OSHA Hazwoper Certification.
    Florida Solid Waste (Landfill) Operator Certificate.
    Certified Pollutant Storage System Contractor (PSSC).
    1 year experience in Posse/Winchester.
    1 year experience in State Database Systems (SWIFT).
    1 year experience with local or State rules and regulations regarding disposal and waste processing facilities.
    1 year experience in review, design, construction, or operation of solid waste management facilities.
    1 year experience in Field Inspection Techniques and Reporting.
    1 year employment experience in GIS.


    DUTIES AND RESPONSIBILITIES
    The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.


    Reviews Waste Regulation Program environmental license and State-delegated permit applications for consistency with federal, state and local environmental laws and regulations.

    Reviews monthly operating reports for consistency with facility design capacity.

    Prepares application review comments and requests additional information from environmental engineers and consultants or property owners for revisions to calculations and designs.

    Prepares environmental reports with project specific information, license conditions, environmental data, and calculation summaries.

    Performs routine inspections at waste management facilities to ensure compliance with environmental rules and license conditions. Performs special research and investigates complaints pertaining to environmental problems.

    Writes detailed inspection reports identifying any deficiencies.


    Issues appropriate warnings, notices of violation, and/or other enforcement actions, as warranted, against respondents with non-compliance issues and/or violations cited.

    Participates in hearings concerning violations of federal, state and local laws.


    Coordinates and communicates with owners, developers, attorneys, environmental engineers and consultants, and the general public for the purpose of reviewing design plans and specifications and the issuance of Waste Regulation Program licenses and permits.

    Enters licensing and compliance information into County and State databases.

    Provides assistance with e-Permits implementation, training and troubleshooting.

    Stay abreast of current applicable environmental technology and EPA, State and local rules and regulations.
    Performs related work as assigned.


    WORK ENVIRONMENT
    Physical Demands
    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

    Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of electronic office equipment or tools within moderate tolerances or limits of accuracy.

    Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
