PREVENTION SUBSTANCE USE SERVICES MANAGER

Annual Salary Range:
$66,319 - $85,579

Definition


Full time (35 hr/wk) professional and supervisory work in the facilitation of data collection, research, coordination of services to address and prevent Substance Use Disorder (SUD), mental health, and other related issues in Arlington.

Mobilizes community wide behavior change/modification as it relates to SUD and mental health related issues through the enhancement of prevention programing and services throughout the continuum of care.

Supervision

Works under the general direction of the Director of Health and Human Services.

Performs responsible professional duties requiring significant initiative and judgment in organizing, planning, coordinating, evaluating, and implementing programming.

The work is of a complex and technical nature requiring perceptiveness and discretion to ensure the continuation of work and involvement of key stakeholders.

Supervisory Responsibility

Supervises up to five program staff and/or interns.

Collaborates with Project Coordinators, the Arlington Public Schools, School Administrators, Community Organizers, Youth Workers, and all other volunteer and paid staff.

Work Environment

Work is performed indoors, in typical office conditions, with potential to work from home at Director's discretion.

The employee may be required to work outside normal business hours at night or on weekends to run meetings and attend trainings.

The employee operates standard office equipment.


The employee has regular contact and builds positive working relationships with local, state and federal agencies as well as the general public, the media, schools, police, substance use professionals, business owners, parents, youth, medical, and religious communities, and other town departments as well as general residents.

The employee has access to department oriented confidential information, such as medical records, legal proceedings and personnel information.

Errors could result in delay or loss of service, poor public relations, loss of funding and grant opportunities.

  • Manages and implements programs and services related to mental health, substance use, and other related behavioral health issues.
  • Responsible for coalition building among community stakeholders and individuals with lived experience to inform planning processes.
  • Responsible for conducting public health surveillance of substance use trends and strategies to address misuse.
  • Works in partnership with the Arlington Public Schools, other Town departments, and various public and private agencies to plan, develop, and conduct educational programs, trainings and events.
  • Applies for and administers grants, reports data to state and federal agencies, implements strategic prevention framework into community to address substance misuse among community members and improve behavioral health outcomes overall.
  • Manages and coordinates activities related to state and federal grants, including Opioid Settlement and Massachusetts Bureau of Substance Addiction Services funding. Works collaboratively to ensure strategies are implemented and successful. Reports data to state and national agencies as required.
  • Supports the work and mission of the Arlington Human Services Network by helping to develop its capacity and ability to implement best practices in serving the needs of Arlington community members.
  • Works with other Town officials and staff, including mental health clinicians, recovery coaches, and the community resource specialist, to develop and implement substance use prevention and support programs.
  • Attends trainings to keep up to date on local and national trends surrounding substance use disorders (SUD) and other behavioral health prevention and policies. Travels to national meetings as needed.
  • Creates and disseminates public facing materials describing the work of the Prevention Services Division as needed and maintains and promotes resources for prevention and substance use services on the website and on paper.
  • Works in partnership with the DEI Division of Health and Human Services to center equity in prevention planning and implementation of strategies.
  • Maintains budgets for substance misuse and prevention programs and pays invoices through MUNIS.
  • Provides administrative supervision for the Town's Recovery Coaching program.
  • Maintains the Town of Arlington's participation in the Community Naloxone Program through the Bureau of Substance Addiction Services, and provides naloxone and training free of charge to members of the community.
