    Description

    The Olympia Public Works Department seeks exceptional individuals to fill positions as a Project Engineer II with the Drinking Water Utility Division, Engineering Division, and the Transportation Division. Each of these positions require a current PE license or the ability to acquire one within six months of employment with the City of Olympia. Below, you will find summarized descriptions of each position. There are 3 total positions.

    Drinking Water Utility Division:

    The selected individual will be responsible for providing an advanced level of technical expertise, engineering planning and program administration within the context of utility-based water resource management. The Drinking Water Engineer will lead multiple complex and sensitive projects as part of a work group providing integrated planning, engineering, and program development services for the Drinking Water Utility. Key responsibilities will include engineering analysis, project feasibility scoping, policy implementation, field crew technical support, private development review, capital program development and management, administration and coordination of the Drinking Water Utility's telecommunications leases, and asset management tool development and implementation. The position will involve limited project design work.

    Engineering Division:

    Project Engineer II's within the Engineering Line of Business design and oversee construction of a variety of Capital Projects including transportation, drinking water, wastewater, stormwater, and facility related projects. The ideal candidate has design experience with some, or all, of these areas and is fluent designing projects using AutoCad Civil 3D. The ideal candidate also has an understanding of public works contracting and experience working with construction contractors.

    Transportation Division:

    This team develops and applies design standards, reviews the development of new streets made by private development, identifies new infrastructure projects for construction, and is generally responsible for the safety and function of Olympia's street system. Specifically, this position will apply federal, state, and local standards and design guidance to make modifications to streets and rights-of-ways, facilitate the review and refinement of Olympia's Engineering Design and Development standards, participate in the scoping and design of transportation capital improvement projects, support other staff in the review of new street improvements associated with private development projects, respond to public requests, and collaborate with other city entities such as water, sewer, and stormwater utilities, work to problem-solve issues with maintenance and operations teams, and conduct data development and analysis on the City's pavement management system.

    ESSENTIAL FUNCTIONS

    The essential functions of this position include but are not limited to:

    Civil Engineering Emphasis:
    1. Responsible for engineering and planning work necessary to plan and complete
    assigned Public Works projects, including civil engineering, water resource engineering or natural resource management.

    2. Responsible for the planning, research and presentation of major reports under general direction.
    Determine the appropriate project design and methodology.

    3. Perform complex engineering research in support of recommendations and project review.
    Responsible for collecting and analyzing a variety of engineering data.

    4. Prepare maps, statistical information, plan specifications and cost estimates pertaining to assigned projects.

    5. Prepare and conduct engineering work and resource assessments for water and other natural resource protection strategies.

    6. Act as Lead for interdisciplinary teams managing the most complex projects.

    Transportation Emphasis:
    1. Responsible for the organization and coordination of the Transportation Division's planning functions.

    2. Perform professional and technical engineering work in the administration of the activities and operations of the Traffic Engineering Section.

    3. Assist Advanced Planning in the development, review and management of the Transportation Element of the Comprehensive Land Use Plan.

    4. Forecast traffic volumes ant trip assignments/distributions, and forecast transportation system needs by evaluating system performance, including travel time, delay, traffic counts and capacity analysis.

    5. Evaluate traffic impacts of rezones, street vacations, new street connections, proposed developments and plats; inspects and verifies compliance with the Transportation Element of the Comprehensive Plan.

    6. Review private developer and city engineering plans with respect to geometric design, traffic safety and conformance with City, State and Federal standards.

    7. Maintain communications with the public through local media and personal contact concerning transportation matters; attend a variety of meetings, including the City Council, Planning Commission, Hearings Examiner, public agencies and civic groups; make presentations and progress reports on major transportation projects.

    8. Hear, consider and resolve citizen and City council complaints related to traffic and environmental issues, project costs and other sensitive and controversial transportation engineering and planning issues.

    9. Punctual, regular and reliable attendance is essential for successful job performance.

    TYPICAL QUALIFICATIONS

    General Knowledge/Skills/Abilities:

    1. Knowledge of current principles, practices, methods and techniques of civil engineering, transportation engineering, natural resource management, water resource engineering, environmental sciences or related disciplines.

    2. Knowledge of hydrology, hydraulics, computer modeling, soils, chemistry and environmental sciences.

    3. Knowledge of federal, state and local laws and regulations pertaining to transportation, environmental, water resource or natural resource issues.

    4. Knowledge of current construction methods, processes, materials, costs and cost estimating.

    Knowledge of budget preparation.

    5. Knowledge of engineering standards, methods, and practices used in water and other natural resource protection efforts.

    6. Skill in the use of spreadsheets, graphics, databases, word processing, project management software and in the operation of various engineering specific computer programs, such as SewerCAD, WaterCAD, Arcview, VoloView, MS Project and standard Microsoft Office products.

    7. Ability to work from general written and verbal instructions.

    8. Ability to interpret engineering plans, survey notes and legal descriptions.

    9. Ability to communicate technical information effectively, using various media.

    10. Ability to analyze situations accurately and adopt an effective course of action.

    11. Ability to perform research, analysis and advanced computer modeling on complex civil engineering, transportation, environmental or water resource issues, problems, and data.

    12. Ability to clearly and accurately summarize and portray research information for technical and non-technical audiences.

    13. Ability to create and present technical information in data or graphic format.

    14. Ability to accurately complete assigned projects within time lines.

    15. Ability to communicate with groups of varying levels of technical sophistication in a courteous, tactful manner.

    16. Ability to read, interpret, apply and explain rules, regulations, policies and procedures.

    17. Ability to perform complex engineering computations either manually or with the aid of computer or calculator.

    18. Ability to work cooperatively, productively, effectively, and successfully with others in a public service dedicated, customer centered, team-oriented environment, where open communication is the norm.

    19. Ability to plan, organize and direct the work of others.

    Civil Engineering Emphasis

    1. Knowledge of current municipal utility systems construction standards, methods, processes, materials, costs, and cost estimating.

    2. Knowledge of federal, state and local laws and regulations pertaining to municipal utilities, including rules applicable to the formation and closeout of a Local Improvement District (LID).

    3. Skill in analyzing, assessing, and recommending solutions to complex and challenging public works/municipal utility engineering problems.

    Transportation Emphasis

    1. Knowledge of transportation planning and engineering principles and practices, construction techniques, materials and equipment.

    2. Knowledge of travel demand forecasting methods/models, and highway capacity analysis procedures.

    3. Knowledge of Federal, State and local regulations regarding transportation engineering standards and grant processes.

    4. Knowledge of current methods, practices, theories, trends and developments in transportation planning and engineering.

    5. Knowledge of general urban transportation planning concepts and terminology.

    6. Skill in analyzing transportation system deficiencies and recommending improvements.

    7. Skill in hearing, analyzing, and resolving complex transportation planning issues.

    8. Ability to plan, organize, and coordinate transportation planning projects, tasks, and functions.

    9. Ability to develop transportation elements of municipal comprehensive plans.

    10. Ability to research and apply City codes and ordinances to traffic related issues.

    Experience/Education:
    Civil Engineering Emphasis:

    1. Graduation from a four-year college or university with a degree in Civil Engineering plus three years progressively responsible engineering experience required.

    2. Three years experience in municipal engineering design preferred.

    3. Additional experience in related civil engineering may be substituted for the college degree with one-year experience being equal to one year of college education.

    4. Certification as a Professional Engineer by the State of Washington, or the ability to obtain a Professional Engineer license within six months of hire, may be required for some positions.

    Transportation Emphasis:

    1. Graduation from a four year college or university with a degree in Civil or Transportation Engineering or related field with specialization in transportation engineering and/or planning and three years increasingly responsible professional or technical transportation planning experience.

    2. Additional experience in related transportation engineering and/or planning may be substituted for the college degree with one-year experience being equal to one year of college education.

    Special Requirements:

    1. Some positions may require specific civil engineering or transportation planning background, such as water resource engineering, natural resource management, environmental sciences, sewer system analysis, water service delivery analysis or travel demand forecasting methods/models, and highway capacity analysis procedures.
