Description

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Assistant Director Information Technology Services 1 OR in a position at M-3 or higher deemed administrative under Section 52.6 of Civil Service Law.

The transfer cannot be a second consecutive transfer resulting in advancement of more than one M-grade or two salary grades.

Duties Description Under the direction of an IT Director, the Assistant Director Information Technology 1 will lead strategic and various IT initiatives.

Specific duties include, but are not limited to:

Develop and maintain detailed management plans for major areas of responsibility
In collaboration with the agency, recommend the appropriate priority for pending IT requests
Define purpose, scope and objectives of short-term and long-term projects for the team
Work with counterparts within the organization to ensure compatibility of all initiatives
Provide vision and direction for innovative problem solving and anticipates future needs
Assign work to subordinates
Monitor project progress, reviews major staff initiatives and products, and makes recommendations as appropriate
Direct meetings attended by project team(s), agency management, users and IT staff to discuss specific projects
Develop alternative solutions to problems and consults with other IT staff and users to evaluate the effectiveness of proposed solutions
Review and develop procedures, standards and internal controls for the conduct of work within team
Monitor compliance and takes appropriate action as needed
Write progress reports for IT and agency management that describe project status including the technical, fiscal, and staffing issues associated with project completion
Develop or participate in the development, interpretation, review and communication of IT policies, procedures and standards
Analyze the impact of proposed policy and legislation as they pertain to information systems
Lead large scale projects and mentors staff
Provide technical support for teams in how to design their databases and how to use query tools to access them
Oversee multiple teams, providing technical support, guidance, and standards for all developers
Responsible for creation or oversight of all Project documentation (including IT Investment request, scope document, staffing estimates)
Review and approve all Detailed Design documentation including specification documents
Serve as liaison with vendors. Monitors vendor compliance with contracts for services
Perform full range of supervisory responsibilities
Responsible for succession planning for area of responsibility
