Duties:


  • Provide general and specific management oversight of subordinates regarding assigned program initiatives, to ensure effective program implementation and consistency with existing policies on a longterm basis.
  • Establish program goals and objectives, develops resource estimates, and determines resource allocations for the organization.
  • Ensure program objectives, planning, and execution include consideration and coordination with similar DA programs.
  • Perform the full range of administrative and technical supervisory duties.
  • Responsible for understanding and actively supporting the PEO/PM Affirmative Action/Equal Employment Opportunity (EEO) Program.
  • Develop and present convincing oral/written presentations to all levels of government and industry management.
  • Analyze, coordinate, and recommend proposals and revisions to DoD, other/joint service, DA or industry initiatives and policies for assigned programs.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Oneyear probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field Business Financial Management within 48 months of entrance on duty.
  • Critical Acquisition Position (CAP)
  • Selectee must execute, as a condition of employment, a written agreement to remain in federal service in this position for at least 3 years.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
  • This position requires Financial Management Level 3 certified position must be able to obtain certification within 24 months of appointment.

  • To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as performing ALL of the following duties: 1)

Developing acquisition and financial policies and guidance for assigned program initiatives to manage the acquisition lifecycle of products/programs to include cost, schedule, and performance;
2) Developing and tracking budget and planning activities within a Project Management office to ensure requirements are accomplished;
and, 3) Managing the acquisition lifecycle and documentation of assigned projects at each stage to identify and develop required programmatic documentation to include:
Acquisition Plans, Acquisition Strategies, Milestone Decision Briefs, and spend plans; ensuring a successful project.

  • The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH03 or GS13 equivalent

Education:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
