Role Overview

Payroll Specialist II position provides support, in the payroll section of the Finance Department, to the school system while working within the confines of legal, and practical business practices and procedures.

This position acts as a backup to Payroll Specialist III in any aspect of payroll assigned.

Minimum Requirements
High School Diploma/GED.
Three years of experience in payroll or accounting with exposure to payroll.
Knowledge of payroll software, laws, and regulations, including but not limited to overtime, garnishments, and levies.
Excellent organizational skills and time management skills.
Proficiency in Microsoft Excel, Word and Outlook.

Ability to work cooperatively with others and accept direction and responsibility.
Willingness to cross-train for other duties as needed.
Capable of performing the essential functions of the job with or without reasonable accommodations.
Demonstrate courteous and professional demeanor to all employees of Washington County Public Schools.
Ability to work in a fast-paced environment.
Ability to work extended days and non-workdays to meet required deadlines.

Regular and predictable attendance is an essential function of this position.

Preferred Qualifications
AA degree in Business or related field.
Three or more years of direct payroll processing experience.
Experience with UKG by Kronos and Munis by Tyler software systems for payroll management functions.
Experience with implementing payroll provisions of negotiated agreements.
Experience with school systems or governmental organizations.
Experience with the complexities of a multi-state and multi-employee group organization.


Role Responsibilities

Performs prompt and efficient processing of payroll on a bi-weekly basis in accordance with the banking and academic calendars, to assure deadlines are met, working overtime as necessary.

Perform tasks to assure that proper procedures have been followed in the preparation of information necessary for payment of employees on a timely and accurate basis, not exclusive to timecards, additional pay sheets, substitute system or other means.

Being proactive to eliminate payroll problems before they occur.
Assists with preparing the Maryland State Retirement reconciliations and adjustments when necessary.
Assists with tasks to properly set up and distribute all payroll deductions related to taxes, pension, health benefits, and other required/elected deductions (association dues, sick leave bank, etc.)

Assists with preparation of tax payments and returns/reports to federal and state agencies in compliance with laws and regulations, including W-2 processing, 941s, and other federal/state returns.

Assists with preparing and testing changes to software processing related to modifications and updates to processes, changes to negotiated agreements, and other requirements.

Interfaces and imports data from third party systems.
Assists with completing special payrolls and manual payments as needed.
Serves as support and back-up to others in the Payroll Department.
Communicates with employees and schools in response to inquiries.
Performs any other duties as assigned by the Senior Accountant/Payroll Supervisor, Supervisor of Accounting, or Executive Director of Finance.
