    Purpose

    Ketchikan Indian Community (KIC) job descriptions are a management tool to help organize duties and provide employees with the employer's expectations with regard to a specific job classification.     Job Summary

    The Clinical Case Manager ensures adequate and focused treatment services for Tribal beneficiaries. Provides intake, screening and substance abuse assessments in conjunction with treatment planning and discharge planning.

    Maintains consistent and professional documentation standards, Provides a range of casework, counseling, crisis intervention, consultative services, and utilizes independent judgement in client related matters. This position is responsible for the delivery of professional substance abuse treatment and referral services to Native and Indian clients

    ESSENTIAL JOB FUNCTIONS

    • Performs a variety of casework activities including screening, intake and assessment, treatment planning and discharge planning. Work includes a regular caseload, walk-in clients, home visits, telephone conferences; with individuals and families involving counseling in marital problems, parent/child relationships, alcohol and drug-related problems, grief, sexual identity, self-worth problems, batterers, survivors, crisis situations, and related social, emotional, and psychological problems. Makes and receives referrals from other local agencies; establish rapport and cooperative working relationship with other programs and agencies. Provides advocate services for clients in obtaining services from public agencies, lawyers, schools, or others concerned with the client.
    • Administrative duties include writing reports, and overseeing referrals to outside agencies and programs. Assignments are performed with considerable independence and are reviewed by the Clinical Supervisor and Substance Abuse Program Manager through staffing, monthly reports, and quarterly reviews for effectiveness reflected in ongoing or completed casework.
    • Attends meetings, conferences and workshops in order to more effectively assist clients.
    • Performs other duties as required and assigned.

    Knowledge, Skills, and Abilities Requirements

    • Knowledge of state and federal guidelines for clinical "best practice" techniques;
    • Knowledge of social problems experienced by Alaska Natives and American Indians;
    • Knowledge of culturally relevant counseling techniques and ceremonies;
    • Knowledge and ability to carry out federal confidentiality rules for clients seeking substance abuse services;
    • Knowledge of other social services available within the community and across the state;
    • Ability to provide substance abuse assessments with ASAM levels of care recommendations;
    • Ability to provide substance abuse treatment services in a clinical and community-based setting;
    • Ability to exercise mature judgment in evaluating specific situations and recommending solutions;
    • Ability to listen, observes, and records a variety of information and situations;
    • Ability to establish and maintain effective working relations with clients, peers, public and private agencies, Tribal members, and the general public;
    • Ability to carry out rules of Health Insurance Portability and Accountability Act (HIPPAA), which protects patient rights;
    • Ability to advocate for and link client to necessary outside services.

    Physical Activities Include

    Must be able to hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle or operate objects tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell. Each of the listed activities also requires standing, sitting, walking, bending, and stooping, climbing on stools and ladders, and routinely lifting and carrying items and boxes up to ten (10) pounds.

    Writing by hand and using a personal computer. Long hours in front of computer screen. Traveling occasionally, to out-of-town meetings and functions.

    License(s)

    Possess current valid State of Alaska driver's license with a record acceptable to KIC's Insurance carrier.

    Working Conditions

    Work is performed in a small office with limited storage, filing and workspace. People asking questions/directions frequently interrupt incumbent. Some work is performed in conference rooms and at photocopy/fax machine

    WORKING ENVIRONMENT

    The environment involves the usual risks and stress of an office environment within an ambulatory health care facility. The employee may be exposed to communicable diseases. Safety precautions for employees such as blood drawing for screening of various diseases such as hepatitis, required immunizations, etc. are necessary. The employee is occasionally subject to verbal abuse, threats, and physical violence from angry, hostile, or disgruntled patients and/or family members.

    QUALIFICATIONS

    Education

    Bachelor degree in the human service field and experience working with adults with substance abuse and/or mental illness preferred but not required. Certification at a CDC I or II preferred.

    Experience

    Experience in development and continuity of a behavioral health/ social work component that includes: experience working the Alaska Native/American Indian communities; ability to effective resolve conflict and cope with crisis situations; strong and timely documentation and assessment skills; preferred one year working in a mental health and/or substance abuse clinical setting.

    Progressive responsible administrative/management work that indicates ability to acquire the particular knowledge and skills needed to perform duties of this position.
