Policy and Impact Analyst, Race and Social Equity

Overview

The Policy and Impact Analyst will be a key member of the Race and Social Equity team within the City Manager's Office.

The primary goal for the Race and Social Equity team is to create a City where race or other social categories are no longer predictors of opportunities, outcomes, or the distribution of resources for residents.


Core Responsibilities

  • Analyze current and proposed policies and programs to determine what impact they may have on historically marginalized residents in the short and long term
  • Create a framework for the development of Equity Impact Assessments
  • Work with City departments and agencies to develop Equity Impact Assessments
  • Work with City departments and agencies to assess and develop policies, procedures, and practices through a race and social equity lens
  • Research and conduct comparative analysis on best practices in the race and social equity field across issue areas including, but not limited to education, housing, public safety, economic and business development, transportation, and the environment
  • Assist in the collection and analysis of data to inform strategies and policies that will help the City incorporate race and social equity throughout the City's laws, regulations, and other initiatives

Other Responsibilities

  • Track City legislative processes and evaluate race and social equity impact assessments for needed action and response by the RASE Officer
  • Support leadership in the development and implementation of organizational initiatives, objectives, and strategies related to the advancement of race and social equity
  • Establish and maintain effective working relationships with local officials, staff, and community members
  • Facilitate ongoing race and social equity training and create training materials
  • Research how other cities and states achieve equitable policymaking
  • Attend Council hearings and City events to stay informed of what is happening in the City and what issues matter to residents
  • The ability to work both independently and as part of a team
  • Committed to race and social equity and has outstanding writing, editing, research, policy analysis, critical thinking, and communication skills
  • Have an understanding of structural and institutional racism and brings that understanding to program and policy analysis
  • Deeply knowledgeable and passionate about advancing race and social equity
  • Familiar with policy and race and social equity concepts
  • Understand that data tells an important part of the story but not the whole story and requires relevant context
  • A belief that local government can work differently and excitement about trying bold strategies to find out what can work better
  • Critical of data and comfortable reviewing qualitative and quantitative research
  • Willing to pitch in on operational tasks that help keep the team running
  • The ability to write clearly about complicated topics and contexts for a variety of audiences

Minimum & Additional Requirements:

Bachelor's Degree in a related field (e.g., policy, public health, public administration, economics, law).

Three (3) years of experience in research and the creation, implementation, analysis, or evaluation of public policy or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.


Preferred Qualifications:


  • A minimum of three years experience in public policy
  • A demonstrated commitment to racial equity and social justice and/_or _possess lived experience and/or a familiarity with the racialized history of policy in the United States
  • Motivated to make an impact and create results
  • Experience assessing and developing policies, procedures, and practices with a racial equity lens
  • Experience developing and implementing organizational initiatives, objectives, and strategies related to the advancement of racial equity and social justice
  • Experience collecting and analyzing qualitative and quantitative data to make informed equitable policy and budget decisions
  • Demonstrated project management and logistics skills
  • Proactive, selfdirected, and able to multitask effectively
  • Skilled at analyzing a diverse portfolio of policy related decisions
  • Skilled in the use of Microsoft Office Suite
