Under general supervision, performs OSSF inspection and enforcement services within the County's Department of Environmental Health.


Shift:
Mon - Fri, 8a - 5p, and additional hours as job requires


Example of Duties:


OSSF Related

  • Ensures all commercial or multihookup sites carry maintenance contracts on aerobic septic systems; ensures all homeowners have the required training to operate their septic system or carry maintenance contracts on aerobic septic systems; enters maintenance contract information; follows up on expired maintenance contracts, generates notices or citations regarding the need to obtain maintenance contracts.
  • Provides education and information to the public regarding proper maintenance of sewage disposal systems.
  • Investigates and documents violations of onsite sewage facility regulations. Issues notices of violations or citations as needed.
  • Maintains an awareness of state and local codes affecting onsite sewage facilities.

Public Nuisance Related

  • Conducts investigations of nuisance complaints received from any source; documents all actions with reports and site photographs and issues notices of violation or citations as needed.
  • Prepares cases to be filed in court; testifies in civil or criminal proceedings as appropriate.
  • Maintains an awareness of state and local codes affecting public nuisances.

Qualifications:


MINIMUM QUALIFICATIONS:


Education, Experience and Training Guidelines:


High school diploma or equivalent; AND two years of experience in code enforcement; OR an equivalent combination of education, training and experience as determined by Human Resources or the Department Director.


Knowledge of:


  • Applicable local and state statutes, rules, codes and regulations governing the department's environmental health program operations.
  • Department policies, procedures and regulations covering specific areas of assignment.
  • Investigative principles and practices.
  • State health regulations and local regulations related to the department's duties.

Skill in:


  • Communicating effectively, both orally and in writing.
  • Establishing and maintaining cooperative working relationships with managers, supervisors, employees, external public agencies and organizations, contractors, engineers, manufacturers, registered sanitarians, business owners, real estate agents, designers, site evaluators, property owners, civic organizations and the general public.
  • Using initiative, discretion and decision making within established procedures, guidelines and rules.
  • Defining problems, collecting data, establishing facts and drawing valid conclusions.
  • Building effective work teams and providing effective customer service.
  • Effective communication in high stress situations
  • Bilingual capabilities preferred, not required.

LICENSE & CERTIFICATION REQUIREMENTS:

Code Enforcement Officer Certification.
Designated Representative certification.
FEMA Incident Command Structure (ICS) Course Completion certification.
Valid Texas Driver's License.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed both in an office and outdoor work environment. May be exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals and infectious diseases. May be required to climb ladders and work at high locations. May be required to lift and carry items weighing up to 25 pounds. While performing the duties of this job, the employee is regularly required to talk or hear.

The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
