Summary:


Key Duties and Responsibilities:


  • Perform indepth analysis of the Executive Budget proposal and other significant legislation, with a focus on financial impact and legislative priorities.
  • Conduct detailed fiscal analysis during state budget negotiations, covering areas such as the New York State Financial Plan, State funds and disbursements, tax revenue, reserve funds, budget deficits.
  • Provide concise and informative briefings to Senators and senior staff on budgetary developments.
  • Prepare comprehensive background materials and budgetary information for conference members, including economic and revenue forecasts.
  • Review and refine budgetrelated correspondence, press releases, research literature, and memoranda to ensure accuracy and clarity.
  • Effectively communicate policy and legislative analyses to senior staff and Senators, focusing on financial insights.
  • Prepare thorough written reviews and analyses of the state budget and other legislation with fiscal implications.

Required Qualifications:


  • Demonstrated interest in public policy, with a master's degree or PhD (an asset, but not required) in fields such as Economics, Public Policy, Public Administration, Law, Political Science, or a closely related field. A bachelor's degree with significant experience in State Budgetary or Legislative Finance will also be considered.
  • Strong skills in financial analysis and attention to detail.
  • Ability to critically assess budget requests and fiscal practices.
  • Excellent writing and analytical skills.
  • Exceptional interpersonal skills and the capacity to work flexible hours, including nights and weekends during legislative sessions.
  • Competency in Excel and other data analysis tools.

Preferred Qualifications:


  • Experience in financial planning, budget management and research, and public finance.
  • Familiarity with tax policy research and analysis.
  • Knowledge of the State legislative process.

Job Details:


  • This is a fulltime position, not confined to standard Monday-Friday, 95 hours. The role requires flexibility, including the willingness to work nights and weekends as needed during legislative sessions.
  • Salary: $55, $90,000.00 per year.
  • Benefits include dental insurance, health insurance, paid time off, retirement plan, and vision insurance.
  • Education: Bachelor's degree required, master's degree preferred.
  • Experience in statistics/financial analysis.
