  • Current public sector experience with background/knowledge in code enforcement functions.
  • Strong supervisory, interpersonal, and customer service skills.
  • Ability to effectively deal with conflict and difficult interactions.
  • This position requires demonstrated experience in identifying, investigating, and resolving complex code compliance complaints and violations.
  • Possesses a Bachelor's Degree.
  • Possesses a California POST Penal Code 832 (Arrest and Control) Certification.
  • California Association of Code Enforcement Officers (CACEO) Certification (must obtain within 6 months of hire).
  • International Code Council Residential Building, Plumbing, Mechanical, and Electrical Inspector Certifications (desirable)
  • Possesses an International Code Council (ICC) Property Maintenance and Housing Inspector Certification (desirable).
  • Possesses an International Code Council (ICC) Zoning Inspector Certification (desirable).
  • Ability to speak Spanish or Russian (desirable).

Hours of Operation and Work Schedule:

  • The City's Code Enforcement function is a seven-day-a-week operation that provides service to the community from 7 a.m. to 4 a.m.
  • The Code Enforcement Supervisor will require a work schedule that includes nights, weekends, holidays, and work during major events (e.g., WeHo Pride or Halloween) or a work schedule based on the operation needs of the Neighborhood and Business Safety Division.
  • This position is not eligible for telework.

ESSENTIAL JOB FUNCTIONS:


  • Carries out supervisory responsibility in accordance with policies, procedures and applicable laws, including: interviewing, hiring and training staff; planning, assigning and directing work; developing schedules and distributing work orders; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; and addressing complaints and resolving problems.
  • Plans, coordinates, assigns, and monitors performance and coaches, counsels, mentors, trains, and advises employees in department for the dual goals of meeting department goals and employee career development; assists staff in the completion of assigned tasks. Assists in preparation of Department budget and monitors expenditures.
  • Directs staff and code enforcement programs to provide information regarding municipal codes and procedures to residents and businesses.
  • Coordinates code enforcement activities with other City staff and outside agencies; reviews and participates in the preparation of cases for legal action and appears in court to present testimony.
  • Reviews, approves, processes, and monitors various construction management measures imposed as part of the discretionary review process.
  • Assists in monitoring special events as needed and participates in the special event permitting operations process.
  • Establishes and maintains communications with elected officials, boards and commissions; prepares complex reports; receives, sorts, and summarizes material for the preparation of reports; prepares work reports, resolutions, and staff reports and makes presentations.
  • Represents the City and/or serves as a liaison and/or member of various committees/teams/commissions and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.
  • Ensures quality standards and compliance with regulations are maintained

IMPORTANT JOB FUNCTIONS:

***- Performs and oversees code enforcement investigations, including: receiving and logging complaints; researching street files to locate properties; ensuring code and ordinance compliance; identifying and investigating violations; determining conditions which pose a threat to public safety; meeting with property owners/constituents to discuss code violations; taking photographs of violations; recommending correction(s) needed for compliance; developing and sending follow-up letters to property owners; returning to properties to assure violations have been remedied; conducting nighttime compliance investigations with staff and law enforcement personnel; maintaining and submitting all records; issuing violation letters, summons and citations; and forwarding case information to legal staff. Oversees and may perform regulatory business license and other permitting processes in the Division, including, but not limited to: regulatory business license renewals; redesigning and maintaining forms to reflect changes in laws, ordinances, etc.; printing and distributing renewal and delinquent notices; interviewing applicants, verifying information, and reviewing forms; calculating and collecting fees, penalties and interest, and issuing receipts; and preparing licenses and various permits; coordinating regulatory business license and various permit suspensio
