Under general supervision, the Human Resources Generalist provides support, guidance and advice to city management and employees relative to two or more specialized areas within Human Resources.

Work involves coordinating and administering human resources management programs and ensuring compliance with applicable laws and regulations.


Posted range is the starting salary. Pay rate offered is based on experience.

Examples of Duties:


  • Provides guidance and communicates with management and employees relative to interpretation and implementation of Human Resources policies and procedures. Assists in problemsolving activities and addresses issues as they arise. Monitors situations to ensure problems are resolved.
  • Within the areas of specialization, assists in the development of policies, procedures, processes and programs for use within City departments to facilitate the efficient flow of human resources information and requirements. Collaborates and participates on teams for projects related to areas of specialization.
  • Prepares and maintains various human resources correspondence, reports, presentations, charts, operational procedures, records and files relative to areas of specialization and/or HR overall. Uses automated systems to accomplish some work activities.
  • Develops and/or facilitates training sessions, presentations, orientations, etc. to communicate information to various employee groups or management. Room setup and the use of audiovisual equipment may be required.
  • Assists in the planning, development and implementation of policies, procedures and processes within the areas of specialization.
  • Assists with or acts as the lead on special projects and assignments when required. Serves on various special and ad hoc committees.
  • Conducts New Employee Orientation (NEO) and other training sessions or presentations associated with the employee onboarding process.
  • Conducts employee relations investigations and assists departments with personal matters. Tracks employee investigations and resolutions.

Experience and Training:


  • Graduation from an accredited fouryear college or university with major coursework in human resources management or a related field.
  • At least four (4) years of experience in human resources management work. Additional experience may substitute for the education on a yearforyear basis.

Certificates and Licenses Required:


  • PHR or SPHR certification preferred.
