The Deputy Director of Administration at Public Health will support the director in leading the operational aspects of five program areas of the Health Services Department, including an approximate budget of $103 million and at least five direct reports.

This position is responsible for direct oversight of the following areas:


  • Communication and Strategy: This includes public health communication, accreditation, strategy and organizational culture and leadership. In addition to community relations, wellness promotion and prevention.
  • Information Technology: oversight of all technology needs of the department, hardware and software upgrades, website management, dashboard creation and technology solutions.
  • Human Resources: Management of personnel, recruitment, hiring and orientation.
  • Administration: Including compliance and safety, facilities management and special projects.
  • Regulatory Services: This includes Environmental Health and Hazardous Materials, Emergency Preparedness, Animal Services and Emergency Medical Services

ABOUT THE DEPARTMENT
The Health Services Department is comprised of five program areas:

  • Animal Services: Ensures the health, safety, and welfare of the animals and people we serve through proactive intervention, effective enforcement, collaboration, education, and the compassionate care and rehoming of sheltered animals.
  • Environmental Health: Protects the health and wellbeing of the community through the various programs that we provide.
  • Heath Care Centers: Provides primary (including obstetrical services) and specialty care at eight Federally Qualified Health Centers in Santa Barbara, Carpinteria, Santa Maria, and Lompoc.
  • Health Programs: Improves the health of our communities by preventing disease, promoting wellness and health equity, while ensuring access to needed health care, and maintaining a safe and healthy environment.
  • Emergency Services: Prepares public health, medical, and longterm care providers in Santa Barbara County for emergencies and disasters.
  • Environmental Health and Hazardous Materials, Emergency Preparedness, Animal Services and Emergency Medical Services.

Examples of Duties

  • Assists with planning, organizing and implementing activities of the department; serves as Department Head in the absence of the Public Health Director.
  • Screens and assigns workload; plans and assigns tasks and projects; directs the development of performance standards
  • Monitors operations and procedures; evaluates department issues, and recommends and implements solutions; assures strategic goals are reached
  • Prepares mandated responses to Federal and State regulations.
  • Interprets policies and regulations for the public.
  • Develops, coordinates, evaluates and implements requirements for accreditation through the Public Health Accreditation Board
  • Conducts research and strategic planning functions; analyzes trends and makes recommendations for staffing adjustments and personnel assignments; directs department projects.
  • Directs the preparation of reports, which summarize and forecast department financial activities and position; reviews department's financial status and revenue trends.
  • May act in the absence of the Director or represent the County at meetings and conferences.
  • Maintains contact with the press and community organizations.
  • Performs special assignments for the Director of Public Health.
  • Interprets policies and regulations for the public.
  • Determines financial implications of proposed and actual legislative/regulatory changes.
  • Evaluates services and where necessary implements changes
  • Promotes and assists in the development of health services programs and initiatives designed to strengthen the public health community.
  • Promotes and assists the effective integration of client programs and services provided by the Santa Barbara County Public Health department.
  • Maintains relationships with other County Departments, public and private agencies and community groups.
  • Recommends hiring, terminations and other personnel actions.
  • Reviews and evaluates proposals for new services and/or program modifications and evaluates services and when necessary, implements changes.
  • Performs other duties as assigned.

EMPLOYMENT STANDARDS

  • Master's degree in Business Administration, Public Administration, Public Health, Public Health Nursing, Environmental Health and Policy, or a related field from an accredited college or university.
  • Five (5) years of experience in public health, community health, health education programs or related programs of which must have included at least three (3) years of administrative or management experience at the division director, program and/or facility manager in a public health, community health, or environmental health program involving the evaluation, administration and program direction of varied types of public health services and programs requiring large expenditures of funds would provide such
