Movin' Out is a thriving, nearly 30-year old, statewide nonprofit organization that advances disability justice by co-creating safe, affordable, community-integrated homes.

As a HUD-approved housing counseling agency, we currently offer information, advice, referrals, and resources for home ownership, and home repair for safety and accessibility.

In addition, we provide financial literacy training, credit counseling, and rental housing counseling. Movin' Out also offers rental housing for households with low to moderate incomes.

We develop new multi-family housing with most units affordable for low-to moderate-income households, and coordinate services for residents of our supportive units.

We primarily serve income-qualified households that include a person who has a permanent disability of any kind, whether intellectual, physical, or mental health.


The Director will be a member of the leadership team and have overall responsibility for the Housing Counseling and Home Ownership Program.

The Program Director reports to the Chief Operating Officer. They help increase program impact through the development and achievement of strategic goals and performance targets.

They support the success of team members, direct contract management, supervise the delivery of client services, assure program quality and compliance, refine processes and procedures, and create new opportunities to support program resilience and financial sustainability.


Essential job functions and examples of duties:

  • Manages projects and strategic initiatives.
  • In partnership with the Chief Operating Officer, leads the execution of program operations and related initiatives such as the completion of the transition to new client management system software.
  • Supervises team members, setting clear expectations for high performance and upholding the organization's culture, coaching them for success in their roles, and supporting their professional growth.
  • Leads the Program's participation in organizational strategic planning, budget planning, and annual audit.
  • Pursues continuous process improvement across the Program (e.g. advancing the transition to a paperless environment, and ensuring documents and forms are updated and refined as needed).
  • Ensures that the team meets national Housing Counseling standards and maintains required certifications.
  • Manages a robust quality assurance program, including contract compliance and client satisfaction.
  • Responds to and resolves escalated client, partner, or funder concerns or grievances.
  • Leads programrelated outreach activities such as conference presentations and workshops.
  • Tracks relevant national and local trends, and represents the organization at professional association and partner meetings, trainings, and events, e.g. Home Buyers Round Table, Realtors Association of South Central Wisconsin, National Housing Resource Center, Housing Partnership Network, and other national and local housing counseling, home ownership, or affordable housing organizations, etc.
  • From time to time, may deliver housing counseling services, e.g. when housing counselors are absent for extended periods.
  • Participate in the ongoing antiracism and racial equity work of the organization, e.g. at least one learning opportunity per year facilitated by (an) individual(s) holding intersection and/or marginalized identities
  • Participate in formal and informal professional development activities, as approved, with a preference for those that are facilitated by individual(s) holding BIPOC/intersecting marginalized identities and/or address an equity topic
  • Other duties as assigned

Qualifications:


Additionally, the Program Director should have:

  • In-depth knowledge of home ownership and housing counseling services (e.g. HUD, NIS, HOME, CDBG, AHP), the population we serve, and the issues that impact their ability to secure and maintain affordable housing
  • Excellent written and verbal communication skills
  • Experience implementing and monitoring the success of programs, as well as organizing program activities using teamwork and goalsetting
  • Experience creating, developing, and implementing new programs
  • Strong technical/computer skills, e.g. G Suite and Microsoft Office Suite (especially spreadsheets), communication tools such as Slack, and database/client management systems
  • Values alignment with Movin' Out including antiracism, social justice/disability justice and civil rights, especially with respect to community integration and selfdetermination for people with disabilities
  • Could have HUD housing counseling certification or may be willing to achieve that credential within the first 12 months of employment

Required:

  • BA/BS in a related field, or equivalent combination of education, training, and experience
  • 3 years of relevant management/leadership experience
