    Description

    As a member of the Office of Statistics and Evaluation (OSE), the Substance Addiction Data Analyst is responsible for assisting the OSE director with the ongoing development and improvement of Bureau of Substance Addiction Services (BSAS) data warehouse and coordination of data quality improvement initiatives.

    The data maintained in the BSAS data warehouse provides essential information to the bureau management team in their process of program design and policy decision making.

    The Substance Addiction Data Analyst conducts data analyses related to continuous quality improvement, performs validation analyses of administrative datasets to identify data issues, and assists in preparation and submission of federal reports, including the Substance Abuse Prevention and Treatment Block Grant.


    The Substance Addiction Data Analyst works with the OSE director, supervisor, BSAS IT and Database management vendor, in generating and distributing reports, and performs work related to such activities as required.

    The Substance Addiction Data Analyst assists the unit director in carrying out OSE responsibilities related to federal grant based projects, including convening and attending meetings, reviewing proposed evaluation plans, generating required statistics and performing related data extractions.


    The Substance Addiction Data Analyst participates as the OSE representative in intra-departmental initiatives/collaborations and responds to any BSAS data related requests related to these initiatives including data extraction and analysis.

    Duties and Responsibilities (these duties are a general summary and not all-inclusive):


    • Responsible for the analysis of data from Data Mart, including data from the legacy datasets and the Electronic Invoice Management and Electronic Service Management (EIM/ESM), and other supplemental data sets managed or utilized by the Bureau for planning and program development.
    • Work with the director and supervisor to develop data quality improvement initiatives, perform data analysis associated with continuous quality improvements, and recommend improvement plans for data collection, processing, and analysis.
    • Work closely on the monthly data refresh process on Snowflake platform to ensure the accuracy of data.
    • Refresh the SAS datasets monthly; Investigate and address data issues related to data refresh.
    • Validate TEDS and Block Grant tables and make sure they are submitted on time; Responsible for SMAHSA BHSIS contract requirements including quarterly data quality profiles, annual questionnaires, annual crosswalk, and other related issues.
    • Assist with management of the DBM contract.
    • Utilize the data from EIM/ESM respond to internal and external data requests.
    • Responsible for developing necessary statistics and data extraction related to federal grant-based projects.
    • Provide data extract, technical assistance, and present findings to internal and external collaborators on BSAS data.
    • Work with the director and supervisor to build and maintain relationships with bureau managers and providers for BSAS data reports distribution and communication.
    • Prepare statistical reports from findings based on research conducted for inter- and intra-departmental and professional publications.
    • Using multi-source data and in collaboration with contractors, develop methodologies and data frameworks to identify disparities in access to treatment.
    • Perform related duties such as reading professional journals, health bulletins and other publications, including electronic publications, to keep informed of current trends and new data in the field of alcoholism, drug addiction, gambling and other addictions.
    • Use treatment data to follow clients through the continuum of care and identify best practices.
    • Participate in intra-departmental work groups organized to streamline processes and protocols related to access and use of datasets housed in the department and the development of standards for collection and reporting of demographic measures.
    • Represent BSAS OSE to address the needs arising from intra-departmental initiatives.

    Required Qualifications:

    • Understanding of the principles and practices of epidemiology including the methods of statistical and scientific report writing.
    • Awareness of the research methods and techniques followed in epidemiology.
    • Strong understanding of SAS statistical software for data analysis.
    • Capability to understand and apply the laws, rules and regulations governing assigned unit activities.
    • Able to explain the laws, rules and regulations governing assigned unit activities.
    • Capable to understand and apply the policies, procedures, specifications, standards and guidelines governing assigned unit activities.
    • Capability to plan training or instruction.
    • Able to adjust to changing situations to meet emergency or changing program or production requirements.
    • Capable to determine the proper format and procedure for assembling items of information.
    • Capability to design analysis plans, collect and manage epidemiological data, conduct statistical analyses, and interpret findings.
    • Able to read and interpret such documents as technical manuals, journal articles, etc.

    Preferred Qualifications:

    • Understanding of statistical programming (i.e., SAS, SQL) with an understanding of relational databases.
    • Awareness of the departmental laws, rules and regulations governing assigned activities.
    • Understanding of the policies, procedures, specifications, standards, and guidelines governing assigned unit activities.
    • Understanding of the types and uses of agency forms.
    • Awareness of the principles and practices of public health information.

    Applicants must have at least (A) five (5) years of full-time or equivalent part-time professional or technical experience in epidemiology, biology, biostatistics, toxicology, environmental science, environmental health, ecology, public health, chemistry, virology, immunology, bacteriology, microbiology, or statistics and (B) of which at least two (2) years must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions listed below.


    Substitutions:
    I.

    A Bachelor's degree with a major in epidemiology, biology, biostatistics, toxicology, environmental science, environmental health, ecology, public health, chemistry, virology, immunology, bacteriology, microbiology, statistics, or other health-related field may be substituted for a maximum of two (2) years of the required (A) experience.

    II.

    A Master's degree or higher with a major in epidemiology, biology, biostatistics, toxicology, environmental science, environmental health, ecology, public health, chemistry, virology, immunology, bacteriology, microbiology, statistics, or other health-related field may be substituted for a maximum of three (3) years of the required (A) experience and one (1) year of the required (B) experience.


    • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

    NOTE:
    Educational substitution will only be permitted for a maximum of one (1) year of the (B) experience.
