Duties:

As a Policy Analyst, GS-0301-9/11, your typical work assignments may include:

  • Analyzing, developing, and reviewing a variety of technical documents that involve significant and complicated policy issues related to border and immigration.
  • Assisting with developing and interpreting policy and regulatory guidance on issues related to border and immigration.
  • Identifying and analyzing policy challenges within DHS, the interagency, international organization, and foreign partners.
  • Analyzing and evaluating major aspects of substantive, missionoriented strategies, policies and strategic planning to translate into programmatic and actionable policy recommendations.

Qualifications:


Specialized Experience:

You qualify for the GS-09 grade level if you possess one year of specialized experience, equivalent to the GS-07 grade level in the Federal government, performing duties such as:

  • Review, analyze and evaluate aspects of substantive, mission-oriented strategies, policies and strategic planning and translate that into actionable policy recommendations.
  • Assist in developing longrange program goals, plans, objectives, and policies.
  • Identify and assist in developing policies that resolve problems or cope with issues that directly affect the accomplishment of the program goals and objectives.
  • Provide policy support to leadership and others on policy.
You qualify at the GS-09 grade level if you possess one of the following:

  • One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates the specialized experience; OR
  • A master's or equivalent graduate degree or 2 full years of progressively higherlevel graduate education leading to such a degree or LL.B. or J.D.; OR




NOTE:
Only graduate education in excess of the first year may be used to qualify for the GS-09 level.

You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as:


  • (1) Analyze and evaluate major aspects of substantive, mission-oriented strategies, policies and strategic planning and translate that into actionable policy recommendations.

2) Develop program goals, plans, objectives, and policies to support senior leadership.

(3) Identify and develop policies that resolve problems or cope with issues that directly affect the accomplishment of the program goals and objectives.

(4) Provide policy advice to leadership on policy matters in the homeland security portfolio.

You qualify at the GS-11 grade level if you possess one of the following:


  • One year of specialized experience, equivalent to the GS09 grade level in Federal service, that demonstrates the specialized experience; OR
  • A Ph.
D.

or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.

Time-in-grade:Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
