SummaryPerforms the full scope of Budget Analyses and assignments as a process generalist in the Budget Division, of the Administration Department for the United States Section, International Boundary and Water Commission, (USIBWC) responsible for all technical aspects of the budget execution process including funds control, program adjustments, review of reports, and preparation of reports.

Minimum Qualification Requirement - To qualify for this position, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: You must have one-year of specialized experience equivalent to the next lower grade level or equivalent pay band in the Federal service, or equivalent experience in the private or public sector, which provided you with the knowledge, skills, and abilities to perform the duties of this position.
Examples of Specialized Experience at the GG-09: One year of specialized experience which includes: assisting in the formulation and development of an organization's annual operating budget; monitoring the use of an organization's funds to assure that obligations incurred and resulting expenditures are in accordance with existing laws and regulations; reviewing estimates of an organization's annual funding needs; and knowledge of budgetary methods, practices, procedures, policies and processes of the accounting system and related documents used to gather and analyze budgetary information; assisting preparing financial and administrative reports for assigned programs and projects; ability to use computer operations, electronic communications, spreadsheet analysis, and database creation and utilization.

2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree
