Duties:
This position serves as an Instructional Systems Specialist (ISS) in the development of instructional and non-instructional interventions, which includes resident, blended, and structured-on-the-job training (SOJT); Advanced Distributed Learning (ADL)/eLearning; performance support (job aids); and doctrinal products for Coast Guard Training System.
This position serves as a consultant in the areas of human performance technology (HPT), instructional systems design (ISD), evaluation, and professional development, and supports FORCECOM training managers, HQ Program Offices, and FORCECOM subunits as needed.

- Analyzing, designing, developing and/or revising a variety of performance support systems, resident and exportable instructions, SOJT, ADL, blended learning solutions, and electronic performance support solutions for customers.
- Participating in meetings with other organizations and programs on administrative prerequisites, performance objectives, instructional methods, training activities, and evaluations, to develop performancebased solutions based upon needs and available resources.
- Coordinating suspense dates, project completion and staff inputs; modifying project plans, and securing agreement of all parties for assigned projects.
- Conducting evaluation of resident, ADL, and blended learning curricula and products, and providing performance support following guidance in CG Training System SOPs.
- Utilizing HPT to determine and recommend the appropriate analysis to align performance problems with the analysis approach (e.g., frontend, jobtask, training requirements, or occupational).

Qualifications:
To qualify, applicant must meet the BASIC REQUIREMENTS of the position:
Degree:
that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled.
The course work must have included study in at least four of the following five areas:- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
At the GS-09: In addition to meeting the Basic Requirement above, applicants must possess at least one year of specialized experience equivalent to at least the GS-07 level in the federal service.
Examples of specialized experience include:
Applicant must have experience in at least three of the areas below, under supervision:
- Supporting systematic training design using adult learning theory and instructional design principles and strategies
- Leveraging technology to design and develop modernized instructional products and performance support solutions
- Developing a course using Articulate Storyline (or similar eLearning authoring tool)
- Evaluating training effectiveness using various methodologies
- Conducting quality assurance of learning products
- Supporting analyses to identify appropriate learning interventions
- Participating as an effective project team member by meeting deadlines, successfully completing tasks, and communicating with all participants
- Preparing and presenting briefs/reports to a wide range of stakeholders
- Knowledge of accessibility requirements (e.g., Section 508)
OR at least one of the following if using education to qualify at this grade level:
(A) Have a master's or equivalent graduate degree, OR
(B) 2 full years of progressively higher-level graduate education, if related; OR
(C) A law degree such as an LL.B. or J.D, if related; OR
(D) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level.
