    Serve as Board designated Title VI, Title VII, EEOC, OCR, and Diversity Officer.

    • Manage issues related to exclusion from participation in, denial of the benefits of, or subjection to discrimination in any educational program/activity on the basis of race, color, ethnicity, religion, national origin, disability, genetic information, or other legally-protected status set forth in Board policy FFH (Local), including discrimination on the basis of gender, sexual orientation, gender identity, or gender expression that fall outside the purview of the Title IX Coordinator.
    • Manage issues related to alleged discrimination, harassment, and retaliation against employees motivated by the individual's race, color, religion, sex, gender, national origin, age, disability, sexual orientation, gender identity, gender expression, genetic information, or any other basis prohibited by Board policy or local, state, or federal law.
    • Serve as a resource regarding complaints and complaint procedures for employees, students, and parents, including directing employees, students, and parents to the Title IX Coordinator or other appropriate personnel.
    • Create and conduct training to regularly inform staff of rights, responsibilities, and updates regarding Board policy, state and federal civil rights and disability legislation and regulations, including but not limited to Title VI, Title VII, the ADEA, the ADA and other legislation as needed.
    • Develop and implement training programs that appropriately target all campus and District populations including students and staff regarding non-discrimination and equal employment and educational opportunities.
    • Prepare and disseminate education material, including brochures, posters, and web based materials that informs members of the campus community, including students and staff, of equal employment opportunity and equal educational opportunity rights and responsibilities.
    • Receive and process, in a timely manner, inquiries from students, staff, and administrators regarding rights and responsibilities concerning discrimination, harassment, and retaliation on the basis of race, color, religion, national origin, age, disability, or genetic information or any other basis prohibited by Board policy or local, state, or federal law (including discrimination, harassment, or retaliation on the basis of gender, sexual orientation, gender identity, or gender expression that fall outside the purview of the Title IX Coordinator.)
    • Monitor and advise on District policies, procedures, operations and activities for compliance with applicable legislation.
    • Develop, recommend changes, and/or update policies and procedures as needed.
    • Receive and process, in a timely manner, complaints related to issues of discrimination and/or harassment based on a protected status and other related civil rights and disability allegations from students, employees, and/or the general public; examine complaints; provide applicable complaints to Title IX Coordinator or other relevant District personnel; and work to resolve issues within the EEO Compliance Manager's purview.
    • Assign cases to investigators and monitors all investigations to ensure compliance and best practices.
    • Serve as a liaison officer to state and federal government compliance or investigation offices.
    • On behalf of the Dallas ISD and in conjunction with legal counsel, respond to information requests from state and federal agencies, including the Equal Employment Opportunity Commissioner, the Department of Education's Office for Civil Rights, the Department of Justice, and the Texas Workforce Commission Human Rights Division.
    • Provide guidance and counseling in matters relating to disability, discrimination and/or harassment based on a protected status.
    • Track cases, data, and trends related to discrimination, harassment, and retaliation complaints, determinations and trainings. Identify patterns and make recommendations to address them.
    • Remain knowledgeable of current state and federal laws and regulations and trends in the field of education related to discrimination, harassment, and retaliation.
    • Supervise and manage the work activities of assigned employees, this includes interviewing, hiring, training employees, and maintaining a high-quality staff; planning, assigning and directing work, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; performance decisions for the employees; and providing ongoing development, training and coaching.
    • Provide expertise and guidance to employees to plan an investigation, conduct interviews, draft interview questions, interpret and apply District policy, conduct investigations, and draft investigations documentation, which includes editing, reviewing, and approving the final written work product.
    • Track, monitor, and evaluate employees' investigation progress to ensure employees achieve investigation deadline goals and meet the requirements outlined in the department's manual and goals. Implement and monitor priority deadlines as applicable.
    • Prepare, discuss, and participate as a witness in internal and external employments hearings, such as grievance hearings, Texas Education Agency hearings, and Title IX hearings.
    • Perform related duties as assigned.

    TITLE IX MAJOR RESPONSIBILITIES

    • Receive and review the Title IX formal complaint. Determine what interviews to conduct and outline a potential schedule. Review and discuss potential investigative plan with supervisor. Provide a notice of interview to complainant and respondent for them to prepare. Complete complainant, respondent, and witness interviews. Determine if parties have legal representation and coordinate with them where relevant.
    • Timely handle investigation tasks to include parent coordination, campus cooperation, exhibit preparation, coordination with multiple District departments and subject matter experts.
    • Preserve and gather relevant evidence. Determine if translation is necessary and request documentation timely. Coordination with legal services to obtain necessary redactions for evidence, party responses, and final report.
    • Gather and review additional evidence and then provide all evidence directly related to the formal complaint to the parties for review. Review any responses from parties after reviewing the evidence. Maintain deadlines to ensure dissemination and receipt of relevant evidence in accordance with Title IX regulations.
    • Prepare and finalize the investigative report to submit to the Title IX Coordinator. Provide ongoing updates to the Title IX Coordinator and PSO Management.
    • Remain knowledgeable of current laws and regulations relating to Title IX.
    • Bachelor's Degree in human resources, management, public administration, rehabilitation or related field and five years of related work experience
    • Demonstrated experience conducting personnel or other internal investigations, including investigations regarding complaints of discrimination, harassment and/or retaliation under Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, the Age Discrimination in Employment Act, or Title VI or Title VII of the Civil Rights Act of 1964.
    • Effective communication skills, both oral and written
    • Demonstrated ability to complete well-written, fact-based, and objective reports.
    • ADR Certification and/or experience
    • Ability to work with sensitive and stressful situations in a professional and confidential manner required
    • Demonstrated cultural competence and sensitivity to the concerns and needs of diverse student, faculty, staff, and administrator populations required
    • Comprehensive knowledge of current state and federal civil rights laws and regulations, practices and procedures, identified best practices and trends in the field of education related to harassment and other discriminatory practices

    Desired Qualifications:

    • Master's degree in human resources, management, public administration, or related field or JD.
    • Experience in large organizations.
    • Supervisory experience.
