GENERAL PURPOSE


Under general direction, participates in the overall planning, coordinating and management of the personnel and activities of the Marine Operations section of the Maritime Department, including commercial cargo, cruise ship terminal, commercial fishing vessel and mooring facilities; and performs related duties as assigned.


  • DISTINGUISHING CHARACTERISTICS
  • The incumbent is a principal assistant to the Director, Maritime and has overall accountability for managing the daytoday operations of the Marine Operations Section of the Maritime Department. Responsibilities require independent judgment on issues that are complex, interpretive and evaluative in nature.

Essential Duties and Responsibilities:

  • 1. Plans, supervises and evaluates the work of assigned personnel; with staff, develops, implements and monitors work plans to achieve the Maritime Department's mission, goals and performance measures; coordinates preparation of the department's operating budget; participates in developing and monitoring performance against the department budget; supervises, participates in developing, recommends and implements plans, policies, systems and procedures applicable to unit responsibilities.
  • Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the Port's human resources rules and regulations, policies and labor contract provisions.
  • Provides leadership and works with staff to create a high-performance, service-oriented work environment that supports the Port's and department's mission, objectives and service expectations; provides leadership and participates in programs and activities that promote workplace diversity and a positive employee relations environment.
  • Prepares or directs the preparation of a wide variety of studies and reports related to the operation, maintenance and development of the District's maritime terminals and related facilities.
  • Establishes planning goals for assigned sections and personnel; sets and communicates priorities to subordinates.
  • Ensures and monitors the coordination of department work with the work of other departments and agencies.
  • Sets standards for the department's activities to comply with policy, pertinent codes, regulations and guidelines.
  • Reviews proposed and new policies and programs, identifies and resolves issues, and develops compliance and implementation strategies.
  • Monitors developments related to the department's activities, evaluates their impact, and develops and implements policy and procedure improvements.
  • Provides leadership to staff through direction and mentoring.
  • Prepares and maintains a variety of written records and reports.
  • Confers with and advises District staff and other agencies regarding assigned areas of responsibility.
  • Represents the department in meetings with other departments and agencies.
  • Develops strategies within the department to create a safety culture that is consistent with District loss-control goals; provides leadership and sets an example that reflects the importance of safe work practices.
  • Participates in developing department policies, takes leadership in implementing department programs and initiatives, and manages change.
  • Evaluates department personnel requirements; audits department operations; reviews programs, activities and performance; reviews and approves proposed actions and recommendations of subordinates on hiring, discharge, disciplinary action, grievance resolution and performance evaluations; assures uniform labor contract administration.
  • Coordinates the maintenance of the Marine Operations Information System, including the transfer of billing transmittals authorized for invoicing, and the training of staff in the system's use.

  • Principles, practices and techniques involved in the operation of a large maritime trade facility.
  • Applicable federal, state and local laws, regulations and court decisions.

  • Principles and practices of public administration, including budgeting, financial planning, purchasing and maintenance of public records.
