    Primary Purpose


    The Manager of Security Systems will provide oversight and support for all security systems deployed within the district, including keyless entry, closed circuit television, security radio systems, and visitor registry/emergency management.

    Assist personnel in the effective use of these systems and interface with local law enforcement agencies relative to these systems to ensure district security goals and objectives are achieved.


    Qualifications:

    Minimum Education:
    Bachelor's degree related to the job assignment or equivalent industry experience. Five (5) years of experience in information technology or security systems will be considered in lieu of educational requirements.


    Minimum Experience:
    Experience in design, implementation, and management of security systems; prefer experience with K-12 school systems

    Prior large-scale project management experience working with contractors, providers, and vendors


    Special Knowledge/Skills:

    • The standard tasks of the position include installing, commissioning, programming, configuring, troubleshooting, diagnosing, servicing, and maintaining access control, video management, visitor management/emergency management, motion alarm, and other physical security technology systems
    • Components may include door hardware, electronic locks, card readers, request to exit devices, access control panels, reader boards, power supplies, cable pathways, cameras, monitors, DVRs, video workstations, badging stations, VMS software, servers, and databases
    • Individual system components may be analog, digital, IP-based, wired, wireless, locally managed, or cloud-based
    • Installing and terminating cabling for the above systems may include CAT6e, and low voltage wiring
    • This role may be called upon to provide technical expertise, testing assistance, training, and support for service and inspections
    • Contribute to the development and implementation of technical policies, standards, and operating procedures
    • Prepare and deliver oral and written reports and presentations
    • Collaborate with other IT teams, including infrastructure and operations, cybersecurity, applications, etc.
    • Contribute to the development of vendor contracts, scopes of work, technical specifications, service level agreements, etc. for the district's physical security service providers
    • Collaborate with Irving Police, Maintenance & Operations, and School Leadership departments
    • Diagnose hardware, software, and configuration failures of all security equipment and perform or secure repairs
    • Conduct site surveys for school users requiring adds, moves, or changes, to determine the need for hardware, software, power, and/or data communication wiring
    • Assist with the evaluation, specifications, and requirements of new equipment
    • Document network installations, moves, and component configuration to the satisfaction senior management and established standards
    • Maintain security system uptime and reliability to the satisfaction of the Safety and Security Director, with the goal of maintaining the network at a 99.99% reliability standard
    • Keeps abreast of technical and professional trends and developments in physical security systems through publications, conferences, seminars, and classes
    • Coordinates large-scale physical security system upgrades with vendors and providers
    • Demonstrate the ability to perform a variety of clerical skills, including 10-key by touch, computer data entry, word processing, PowerPoint and Excel
    • Demonstrate proficiency in general office procedures including communicating via telephone, administrative staff members, police, and security officers
    • Demonstrate ability to maintain strict confidentiality regarding work information
    • Demonstrate ability to perform multiple assignments in fast-paced environment with aptitude for successful completion of tasks
    • Demonstrate ability to work under pressure in crisis situations and to take reasonable and/or necessary actions pursuant to the district emergency operations plan
    • Demonstrate ability to maintain a professional relationship with students, parents, staff, and administrators at all times
    • Demonstrate ability to work with a minimum amount of supervision
    • Ability to serve as role model for all district employees by exhibiting behavior that is ethical, courteous, and responsible
    • Ability to perform multi-tasking functions efficiently and effectively
    • Fluency in English and Spanish preferred
    • Possess a valid Texas Class C driver license and prove insurability with the district insurance carrier

    Major Job Duties and Responsibilities:

    Supervisory Responsibilities:

    • General oversight and daily supervision of Security Systems Technician
    • Maintain duty and work schedule of employees for payroll reporting (timecards, tardiness, and absenteeism).
    Daily Assignments


    • Assist the various department managers in all aspects of the applicable building systems' programs to support instructional goals of the district
    • Serve as liaison between the Facilities Services Division and campus principals and their staffs inorder to provide optimum facility security and comfort for academic achievement
    • Perform administrative tasks as directed and/or needed
    • Assist in maintaining current procedures for controlled access intofacilities, visitor ID, security cameras and recorders (CCTV) and other programs as needed
    • Troubleshoot networking systems related to security systems as needed
    • Demonstrate support for the district's student management policies and expected student behavior related to safety and security, and building systems' programs
    • Coordinate work as required by the various manufacturers/distributors of building systems' equipment and material
    • Provide training as necessary for all campus administrators for controlled access, visitor ID, and security cameras/recorders (CCTV)
    • Coordinate controlled access issues with the Construction Manager and Facilities Manager
    • Verify controlled access components are properly installed prior to assumption of system as owner
    • Coordinate on-going efforts with the district's technology department to ensure PCs are current with protective software programs, coordinate all data line requests to ensure campus locations are made ready to operate all security related systems
    • Generate punch list items on newly installed controlled access systems to be given to the Construction Manager

    • Respond to pages in a timely manner while serving on-call duty
    • Perform other duties as assigned by the Director of School Safety and Security other supervisors within line of authority.

    Equipment Used:
    Hand tools, ladders, computers, test equipment, motor vehicles and other equipment customary to security/facilities management.


    WORKING CONDITIONS:

    Physical Demands:
    Ability to lift and carry 30 pounds without assistance; frequent bending and stooping; frequent reaching above shoulder level; frequent driving vehicle; frequent working with machinery; potential for running; frequent climbing stairs; frequent walking; occasional standing or sitting, depth perception, ability to distinguish basic colors

    Environment:

    Work outside and inside; exposure to temperature and humidity extremes; work around machinery with moving parts; work around moving vehicles; work on ladders and scaffolding; work on personnel lifts; work with all forms of electricity; ability to work a variety of shifts including nights, weekends, and holidays, and to have schedule altered with little or no warning; high potential for crisis conditions.


    Safety:
    Perform all duties in a safe and responsible manner. Observe all safety precautions.

    Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisor, and being proactive in the ongoing efforts to improve workplace safety.
