Duties:


In this role, you will:

  • Manage activities surrounding complex Other Transaction Agreement (OTA) awards and loans.
  • Draft procedures for use in the development, planning, and implementation of new OTA awards, and/or financial assistance awards.
  • Develop policy initiatives in response to critical problems or as needed by changing circumstances.
  • Identify inefficiencies arising from ongoing operations, develop background data, and propose solutions.
  • Draft guidelines, procedures, and internal controls for consideration.
  • Review proposed DOC/NIST policies, determine their impact on OTA, contracts, and/or grants/financial assistance award management operations, and recommend responses.

Qualifications:


  • Applicants must have one year of specialized experience equivalent to at least the GS11 level (ZA-II at NIST) in the federal service. Specialized experience is defined as experience with Federal grant or loan programs; OR experience serving and/or possessing authority to sign and approve Federal grants and/or loans.
