    Description
    To accomplish engineering functions related to the construction and maintenance of the District's water and wastewater systems and facilities. Assist in short and long range capital planning to facilitate accomplishment of the District's mission and strategic objectives.


    ESSENTIAL JOB FUNCTIONS:
    Engineer and design water and wastewater systems.
    Prepare, seal/stamp and sign engineering reports, plans and specifications and engineering cost estimates for new construction and renewal/replacement of the District's water and wastewater systems, including roads and facilities, per WAC
    Prepare construction completion reports and engineer's acknowledgements for District and Customer construction projects in accordance with
    Coordinate, plan, permit, administer and inspect District water and wastewater projects.
    Plan, develop and administer contracts related to water and wastewater projects.

    Provide oversight, administration and project management for the utilization of Professional Services and other resources in the construction, development and renewal of District water and wastewater systems.

    Assist in short and long range planning and engineering economic analysis for providing system capacity, service reliability and efficient operation of the District's water and wastewater systems and facilities.

    Contribute to the development and implementation of the District's water and wastewater capital investment plan and budget.
    Research and analyze county codes, zoning and title information for property acquisitions and permitting.

    Research and analyze federal, state and local codes related to the Safe Drinking Water Act, the Growth Management Act, water & wastewater system design standards, municipal water law, water rights and public utility districts.

    Assist in developing and maintaining specifications for the District's water and wastewater standards and materials.
    Maintain water and wastewater systems drawings and records.
    Prepare SEPA applications and perform associated recordkeeping.
    Participate in accident prevention program, including training and compliance with applicable rules and regulations.
    Assist in writing applications for grant and loan funding for capital projects.
    Assist with Local Utility District formation, planning and feasibility evaluations.


    ADDITIONAL JOB FUNCTIONS:
    Inspect work performed by the District's water crew and prepare as built drawings.
    Assist with condition assessment of the District's existing water and wastewater systems.

    Coordinate and manage field inspection including but not limited to concrete testing, compaction testing, hydrostatic pressure testing, and water quality testing.

    Perform as party chief during field surveys.
    Perform dispatching duties when required.
    Other duties as assigned.

    JOB STANDARDS:

    Knowledge, Skills, and Abilities :


    Must have certified knowledge of basic engineering principles and practices, water and wastewater design, construction methods, maintenance and operations and related engineering economic analysis.

    Must be familiar with fundamentals of electricity, pumping, water treatment, water distribution and transmission.
    Knowledge and work experience related to water/wastewater instrumentation, controls and SCADA preferred.
    Must have knowledge of WAC Chapter and other related codes.
    Must have the ability to work from maps, blueprints, specifications and sketches and comprehend and carry out work instructions.

    Must have necessary knowledge and experience in the application of CADD and GIS to prepare industry-standard reports, plans and specifications for construction bid documents.

    Must develop a thorough knowledge of the District's accident prevention procedures and tools and applicable state and federal regulations.
    Must have the ability to operate equipment efficiently to facilitate completion of job functions.
    Working knowledge of survey equipment, such as total station and GPS data collectors preferred.
    Must develop a thorough knowledge of the District's NISC Enterprise applications.
    Must have working knowledge of the easement, permit, franchise and right-of-way acquisition process.

    Must have the ability to plan and organize work, work without close supervision and make decisions compatible with prior instructions.

    Must have the ability to train others in necessary job skills.

    Must have the ability to communicate clear and concise verbal and/or written instructions and information to crew members, dispatchers, supervisors, customers and others.

    Must have math, reading and writing skills required for the job functions.
    Must be familiar with and comply with WAC and

    Education, Experience and Training :
    Bachelor of Science degree in Civil Engineering is required.
    Professional Engineer License is required.
    Must have experience in water and wastewater system construction and maintenance.
    Must have a minimum of five years utility engineering experience.
    Must have a working knowledge of Microsoft Office, Arc GIS and engineering software applications, including AutoCAD.
    Experience utilizing water distribution system modeling applications is preferred.
    Must have or must obtain certification by State of Washington Department of Health as:

    Water Distribution Manager II- to be obtained within twenty-four months of employment in this position.
    Cross-Connection Control Specialist- to be obtained within thirty-six months of employment in this position.


    Other Requirements :
    Must pass a District physical examination and be able to perform essential job functions.

    Must have or obtain within six months of employment in this position, a valid Washington State driver's license and a safe driving record.

    Employees moving from out of state must obtain a Washington State license in accordance with Washington State law.
    Must wear and utilize personal protective equipment as required.


    WORKING CONDITIONS:
    The job functions will be performed in both indoor and outdoor environments, subject to adverse weather conditions and noise.

    Some job functions will be done in areas covered by brush and trees or in trenches and where footing is poor and the ground uneven and/or water soaked.

    The job functions include working with persons who exhibit many types of personalities and behaviors.
    Job functions will require work on ladders, structures and equipment.
    Job functions will require working in the proximity of excavations, confined spaces, waterbodies and roadways.
    Job functions on and around mechanized equipment will present the need for alertness and safety awareness.
    May encounter the need to work with hazardous materials.


    PHYSICAL REQUIREMENTS:
    The work requires the ability to lift and carry up to 40 pounds. Materials, equipment and supplies will be lifted to and from trucks, equipment, warehouse shelves and the ground.
    The work requires the ability to operate tools, equipment and vehicles associated with the job functions.

    The work requires the ability to climb ladders and structures; to climb on, off and around trucks and other equipment; and to work in elevated positions up to 60 feet.

    The work requires the ability to create detailed engineering drawings, to work in limited light and to differentiate among colors.

    The work requires the ability to answer questions and communicate with coworkers, customers and others in person, via email, telephones, cell phones, mobile radios and video conferencing applications.

    The work requires the ability to see, hear and smell in order to detect problems and ensure the safety of employees and others in response to exposure to the hazards associated with this position.

    Work activities involve combinations of walking, pushing, pulling, bending, kneeling, climbing, lifting and carrying and sitting or standing for extended periods.


    EQUIPMENT AND VEHICLES:
    The job requires the use of computers, cell phones, tablets, calculators, mobile radios, transits, levels, micrometers and drafting equipment.
    The job requires driving and operating vehicles such as automobiles and pickup trucks.
    Future work practices may necessitate the use of different equipment, vehicles and tools.
