The job of Director of Payroll exists but is not limited to the purpose/s of ensuring accuracy and compliance of detailed reports/time sheets/spreadsheets, etc.; ensuring accurate program and funds distribution; and providing other district personnel with requested information necessary for providing timely and accurate payment of district employees.


DUTIES & RESPONSIBILITIES:

  • Analyzes financial reports (e.g. labor distribution, payroll related data, contracts, IRS/State guidelines, etc.) for the purpose of assuring accurate program and funds distribution.
  • Assists personnel for the purpose of providing requested information necessary for completing their job functions.
  • Communicates with Chief Financial Officer to recruit and/or develop technologies for the purpose of supporting and encouraging innovation and accurate financial reporting.
  • Coordinates with personnel regarding various procedures and program requirements (e.g. finance, administrative, etc.) for the purpose of providing necessary information for making decisions, taking appropriate action and/or complying with established fiscal guidelines.
  • Maintains various payroll information (e.g. pay rates and records, etc.) for the purpose of providing an uptodate reference and audit trail for compliance.
  • Monitors employee status (e.g. leave time, work location, etc.) for the purpose of ensuring accurate distribution of funds and payroll.
  • Provides information annually regarding payroll deadlines, payment schedules including mandatory and miscellaneous deduction schedules once the District work calendar is established.
  • Oversees processing of payroll information (e.g. time sheets, withholding information including voluntary deductions, verification of earnings, employment and/or retirement, disability claims, tax returns, tax deposits, etc.) for the purpose of updating information and/or authorizing timely payment.
  • Prepares various reports (e.g. district payroll, financial) and/or conveying information (analyses, reports, etc.) for the purpose of providing written support.
  • Reconciles account balances (e.g. labor distribution, time sheets, leave, etc.) for the purpose of maintaining accurate account balances and distribution of funds.
  • Responds to inquiries from various internal and external parties (e.g. staff, AZ New Hire Reporting, state tax and legal authorities, attorneys, Risk Management, district attorneys, etc.) for the purpose of providing information, facilitating communication among departments and/or providing direction as may be required.
  • Supervises payroll personnel as may be required for the purpose of supporting them in the completion of their work activities.
  • Supervises payroll process for the purpose of ensuring payroll receipt in a timely manner in accordance with district guidelines.
  • Partners with Human Resources for the pay and benefits, including required interface with Visions software.
  • Responsible for insurance billings as well as internal audit comparisons on a semiannual basis to ensure that the vendor records of participants aligns with SUSD's list.
  • Works with auditors during annual audits to provide any requested payroll records and reports.
  • Other duties as assigned.

EDUCATION & EXPERIENCE (positions in this class typically require):

Education:
BA in Accounting, Finance or business-related field is preferred.


Experience:
Minimum of five years' experience with school payroll with at least 2,500 employees is preferred.


LICENSING REQUIREMENTS (positions in this class typically require):

SKILLS (position requirements at entry):


  • Exceptional customer service skills
  • Superior written and verbal communication skills
  • Computer literate; Excel proficient; able to create required files in PDF, Word, CD, floppy, etc. formats
  • Able to function as part of a team
  • FBI fingerprint background check required

PHYSICAL REQUIREMENTS:


Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, talking, hearing, seeing, and repetitive motions.


Sedentary Work:

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
