- Serve as lead Title IX Investigator by investigating and timely resolving assigned reports of sex discrimination, sexual misconduct, sexual harassment, domestic violence, dating violence, stalking involving district students.
- Assist the Title IX Coordinator with Title IX compliance efforts, including the development, implementation, and monitoring of appropriate disclosures, policies, procedures and practices designed to comply with federal and state legislation, regulations and case law.
- Review daily submitted Title IX reports in the case management system and determine if they meet criteria for Title IX action. Provide written responses to schools for each report in system as necessary.
- Provide Title IX training presentations and educational programs for the IPS community related to staff and student rights, responsibilities, supports and complaint procedures.
- Utilize the case management system to ensure the organization and maintenance of complaint files, investigation files, disposition reports, and other compiled records regarding Title IX,
- Serve as a liaison with other IPS stakeholders, including principals, social workers, and counselors. Serve as a liaison with community partners whose purpose may intersect with the Title IX office.
- Prepare and disseminate reports, statistics, and assessment data, including an annual report.
- Provide general legal assistance to Title IX Coordinator and General Counsel, including matters involving parental rights and child custody, EEOC and other discrimination claims, contract interpretation and application, and risk management.
- Fulfill other duties as assigned.
- Speak with a principal or social worker about a student's behavior that may violate Title IX. Help determine if immediate action is needed.
- Go to a school to investigate a complaint;d, interview staff and students individually.
- Prepare and present a live or virtual training.
- Write a legally compliant, comprehensive, and accurate investigative report.
- Meet with parents to determine what actions are required to remedy harm their student has experienced.
- Draft position statement on behalf of the organization for submission to regulatory authorities (e.g. EEOC, IDOE, etc.)
- Analyze and summarize statutory/regulatory changes and case law developments pertinent to the organization.
- Participate in an agency mediation or settlement conference.
- Strong written, verbal and interpersonal communication skills.
- Presentation and facilitation skills with emphasis on education and training for a wide audience.
- Excellent organization skills and attention to detail. Proficient in MS word, PowerPoint, and Excel and ability to learn other computer programs as needed, including case management software.
- Knowledge of current legal and education trends, including current laws, cases and decisions that will impact case management and legal liability understanding.
- Ability to thoughtfully and thoroughly research legal issues, including case law, federal and state statutes, and administrative agency regulations.
- Demonstrated ability to work with sensitive and stressful situations in a professional, respectful and confidential manner.
- Knowledge of how to conduct interviews of minors; Understands how to choose relevant questions and frame them in a manner to elicit responsive information.

SUMMARY OF OPPORTUNITY:
As part of Office of General Counsel, under the supervision of the Title IX Coordinator, the Deputy Title IX Coordinator and Legal Analyst performs a variety of investigative, supervisory, education & training, and administrative tasks to ensure district-wide legal compliance with federal regulations for gender equity under Title IX and other anti-discrimination laws.
The Title IX Office provides direct oversight for all district- run schools and training for other Title IX teams in IPS' out of LEA schools.
The TIXDC and Legal Analyst serves as lead investigator of all Title IX complaints and facilitates Informal Resolution as directed.
Lastly, the TIXDC-Legal Analyst provides research and analytical support to the General Counsel concerning a variety of legal matters, but in particular any/all anti-discrimination laws.

SKILLS AND MINDSETS
Bachelors or combination of Associate degree and experience in Title IX/school equity, internal investigations, legal, or related fields. At least two years of experience in Title IX program development and complaints investigation or equivalent experience. Work experience within educational environments preferred.
ATIXA certification or other certification in Title IX preferred.
