Nature of the Position

Ben Franklin Transit has been providing transportation services to Benton and Franklin counties for over 30 years. Over these years our services have grown to ensure our community members have safe and reliable transportation services.

Nature of Position
Perform basic accounting functions of general ledger-related activities related to the closing process to ensure financial transactions are properly recorded and relevant data is presented monthly in a timely manner. Analyze, reconcile and provide documentation for specific general ledger accounts.
Essential Duties & Responsibilities/KSA

Perform simple to moderately complex accounting activities to maintain complete and accurate general ledger.
Prepare journal entries, reconcile accounts and financial records, perform monthly and quarterly fluctuation analysis; creates reports.
Manage the monthly close process to ensure timely and accurate reporting.
Plan, review, and ensure accuracy, completeness, and timeliness of accounting data in assigned areas; analyze and evaluate information, present findings, and/or recommends courses of action to management.
Assist with the preparation of financial statements, reports, and summaries; resolve the outstanding balance issues.
Ensure financial records are maintained in accordance with Agency guidelines, accounting, reporting and auditing rules.
Review monthly activity for assigned departments and perform budget to actual analysis; perform monthly close process; compile revenue and expenditure statistics.
Supervise and participate in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
Orient and train staff; monitor performance and provide coaching for performance improvement; assign and supervise the work of staff in assigned areas.
Provide backup and/or assume the duties of assigned staff in their absence, including accounts payable, accounts receivable, and payroll.
Maintain, review, and participate in developing and recommending improvements to accounting policies, processes, and procedures; design, implement, and improve daily work and month-end processes and procedures to ensure accurate and complete information within established time-frames.
Work with and maintain confidential information.
Demonstrate regular and punctual attendance.

Knowledge, Skills & Abilities

Principle, practice, and terminology of general and governmental accounting, Uniform System of Accounts (USOA), including financial statement preparation and methods of financial control and reporting.
Understand, interpret, explain, and apply Agency policies, state and federal laws and regulations related to assigned area.
Understand and apply business data processing, particularly related to processing of accounting and financial information.
Identify and apply general ledger setup and processing routines (journal processing, monthly/annual closing activities, allocations)
Compile, organize, interpret, and communicate accounting data and results in a concise format.
Understand the principles and practices of personnel development to effectively supervise, train, and assign work of others.
Identify problems, evaluate alternatives, and implement effective solutions.
Make arithmetical computations and tabulations.
Establish and maintain working relationships with those encountered during work.
Learn new technologies, policies, procedures and guidelines established by professional organizations and/or governing agencies.
Utilize office equipment and other relevant technology (software and systems) to meet business needs.
Understand, follow, and communicate clearly and concisely, both orally and in writing.
Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with Agency policies.
Exercise sound judgment in making decisions.
Focus on tasks and recall details; handle frequent interruptions.

Qualifications

Minimum Qualifications
Associate Degree in Accounting or a related field from an accredited institution and five-years of directly related accounting experience, or an equivalent combination of education and experience. Must possess a valid driver's license.

Preferred Qualifications
Bachelor's Degree in Accounting from an accredited institution and five-years of public sector accounting and/or finance experience. Payroll experience.

Paid Holidays
8 per year
New Year's Day, Martin Luther King Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, Christmas Day.

Paid Time Off (PTO)
GL hours for regular, full-time, and part-time exempt employees shall accrue according to length of service at the rates indicated below: PTO hours accrue based upon the actual number of regular hours worked.

Retirement Plan
All Ben Franklin Transit employees are members of the Public Employees Retirement System (PERS). Ben Franklin Transit and the employee both contribute toward the plan. PERS provides regular retirement and disability retirement benefits. BFT employees also participate in the Social Security Program. Rates effective as of 10/01/

Voluntary Retirement Savings Plans
Ben Franklin Transit offers two voluntary retirement savings plans. The first option is through Washington State Department of Retirement Systems (DRS) and is a 457 self-funded plan. The second option is Administered by Mission Square Retirement and is also a 457 self-funded plan. You may enroll in both, one, or neither.

Medical, Dental & Vision Insurance
Ben Franklin Transit offers Medical, Dental and Vision Insurance. BFT currently pays 95% of insurance premiums for the employee and 80% for their dependents.

HRA Veba
Ben Franklin Transit provides this employer funded health reimbursement arrangement that can be used for medical expenses.

Life Insurance
Ben Franklin Transit currently pays the entire premium for life insurance coverage ($35,000) for basic life and ($5,000) for accidental death and dismemberment. Employees may purchase Supplemental Life Insurance for employee, spouse and/or dependents through MetLife.

Long Term Disability
Ben Franklin Transit offers long-term disability for employees through WA Health Care Authority Public Employees Benefits Board (PEBB) Program.

Wellness Program
