    What we offer:

    Educational Incentive:


    M ay be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

    Annual Leave:


    Accrues at a rate of 248 hours per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service or other public service.


    Annual Leave Redemption:


    The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours.


    Deferred Compensation:
    Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.

    Health Plans:
    Medical, Dental and Vision plans for you and your dependents.

    You are afforded a flexible credit allowance of up to $23,530 annually to use towards your plan elections.

    Flexible Spending Accounts:
    Increase your spending power through reimbursement with pre-taxed dollars for IRS approved dependent care and health care expenses.

    Holidays:

    11 paid days per year plus a scheduled floating holiday.

    Pension Plan:
    Both the County and you contribute to the County's Retirement Plan and to Social Security.

    If you are eligible, you may establish reciprocity with other public retirement systems such as CalPERS.

    Miscellaneous Benefits:
    Incumbents are entitled to County-paid membership in professional organizations related to their position.

    AIR POLLUTION CONTROL DISTRICT
    The District is classified as a Special District within the County of Ventura agencies. Division 26 of the California Health and Safety Code establishes the District's structure, operating procedures, and authority.


    The District provides a full range of air pollution control activities, including permitting, facility inspection, air quality attainment planning, rulemaking, air quality monitoring, and incentive programs.

    The District shares responsibility with the California Air Resources Board for ensuring that all state and federal air quality standards are achieved and maintained within Ventura County.


    The Air Pollution Control District (APCD) has a staff of just under fifty employees including inspectors, engineers, planners, technicians, and support staff.

    The District works with business and industry to reduce emissions from new and existing sources.


    The District is divided into six (6) divisions which include Administrative Services, Engineering, Information Systems, Monitoring, Compliance, and Planning, Rules and Incentives.


    POSITION

    Under general direction of the Air Pollution Control Officer/Executive Officer, plans, organizes, and directs engineering, permitting and air toxics functions of the District; provides expert professional assistance to District management and staff in permitting processing and evaluation and related engineering matters.

    Formulates recommendations for division policies and procedures, and other duties as assigned. This classification serves as a member of the District's management team.

    The APCD Manager-Engineering is a Management exempt classification and is not eligible for overtime compensation.

    Duties may include, but are not limited to the following:

    C oordinates and directs the processing, evaluation and issuance of permits, the preparation of technical reports, and field inspections. Provides technical, managerial, and engineering direction to District management and staff.

    Organizes and directs the permitting, enforcement, engineering, stationary source emissions inventory, and air toxics activities of the District in the areas of petroleum and chemical processing, air quality operations of commercial and industrial plants and petroleum exploration and processing facilities, and toxic air containment regulations.

    Supervises the work of a staff comprised of professional, technical and support personnel to ensure timely development and implementation of a variety of specific programs or special projects.

    F unctions as a member of the District management team to propose, evaluate and develop policies and procedures; participates in budget planning.

    Meets with industrial representatives to discuss permit requirements to ensure compliance with air quality rules and regulations; provides information to applicants, consultants, and the public regarding permit requirements, and District air quality rules and regulations.

    R esearches, compiles, synthesizes, analyzes, and interprets information and data necessary to complete programs; prepares written technical reports based on such data.

    Coordinates with other individuals, groups, sections, divisions, departments and agencies on various controversial or politically sensitive issues; makes oral presentation to public groups and various governmental bodies.

    Performs other related duties as assigned by the Air Pollution Control Officer.

    Education/Experience:


    To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities.

    An example of a qualifying education/experience is:

    Considerable experience in Air Pollution or closely related field which has led to the acquisition of knowledge, skills, and abilities which would normally be obtained by five (5) or more years experience in Air Pollution or a closely related field; OR,
    Completion of a bachelor's degree in Environmental Science, Engineering, or a related field, and two (2) years of experience in Air Pollution or a closely related field; AND,
    One (1) year of supervisory experience.

    Necessary Special Requirements:
    Independent travel is required; therefore, possession and maintenance of a valid California driver license is required.

    Knowledge, Skills, and Abilities:

    Thorough knowledge of:

    Federal, state, and local laws and regulations relating to permitting, air toxics, and air quality planning and compliance programs.


    Ability to:
    supervise, direct, coordinate and implement major projects and programs; collect, analyze and interpret data; set objectives and review recommendations; speak and write effectively;

    prepare technical reports; supervise, train and evaluate the work of professional and technical subordinate staff; establish and maintain effective relationships with others; communicate clearly and effectively with citizens, interest groups and various public agencies and the Air Pollution Control Board


    Physical Demands:
    Work is primarily performed in an office environment.

    Physical demands include, but are not limited to, occasional lifting up to 25 pounds, walking, bending, sitting, stooping, reaching, and squatting.

    The classification may be exposed to hazardous conditions.

    TRAINING & EXPERIENCE EVALUATION

    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire.

    The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements.

    In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department.

    Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.


    NOTE:

    The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool.

    In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis.

    For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities.

    ORAL EXAMINATION - 100%

    A job-related Oral Examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.

    Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.


    NOTE:
    If there are three (3) or fewer qualified applicants, an exam will not be conducted.

    Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.


    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term) vacancies within the Air Pollution Control Office for this and similar positions only.

    There is currently one (1) Regular vacancy.


    Candidates successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
