Job Description:
The Highway Program Specialist will provide support to local public agencies in developing and preparing federal discretionary grant applications, reviewing and evaluating them to ensure compliance with federal guidelines. They will help agencies develop effective funding strategies and conduct training sessions and workshops on the grant application process. The specialist will offer technical assistance in project planning and will assist in providing necessary resources and templates and assist in preparing technical documents. They will develop and implement criteria for prioritizing and selecting projects, evaluate proposed projects, and advise local agencies to align with transportation goals. The role involves engaging with various stakeholders, traveling statewide to provide on-site assistance, and coordinating grant opportunities and project implementation. Additionally, the specialist will monitor the progress of grant-funded projects, track performance metrics, assist with audit preparation, and establish feedback mechanisms to share best practices and improve grant programs and project selection processes.

JOB DUTIES:
-Grant Development Assistance - assist in offering guidance and assistance in preparing grant applications, reviewing and evaluating them to ensure they meet federal guidelines, and helping agencies develop effective funding strategies. Help- conduct training sessions and workshops to educate local agencies and elected officials in the grant process.
- Technical Assistance - helps provide the necessary tools and aids in the grant application process and development stages. Assists in preparing technical pieces of a grant application and proposal.
- Project Prioritization and Selection - evaluate proposed project based on criteria to determine eligibility and priority. Advised local agencies on project prioritization.
- Coordination and Collaboration - engage with stakeholders to coordinate grant opportunities and project implementation. Travel statewide to meet with local agencies and all project stakeholders including identification of grant opportunities and facilitate collaboration.
- Reporting and Compliance - monitor the progress of grant-funded projects and compliance. Track and report on performance measures and project completion.
- Perform other duties as assigned.
Requirements/ Qualifications
Minimum Qualifications:
Two year post high school degree or equivalent coursework/training in public administration, business administration, communications, regional or community planning, social sciences, education, or human rights, and one year of experience in project management, public policy, marketing, and/or planning. Additional years of experience in comparable fields of work listed may substitute for the required education on a year-for-year basis.
Preferred Qualifications:
A minimum of 5 years of experience in transportation planning, grant administration, or project management, preferably within a government or public agency context, demonstrating a proven track record of successfully managing grant applications and federally funded projects
Other:
Regular and reliable attendance is required.
