Duties:


  • Coordinates across all Bureau funding programs to strategically plan and schedule capital and noncapital projects of the Department for the overseas real property portfolio, to include Embassy and Consulate buildings.
  • Collects, organizes, and analyzes asset data to inform a prioritization and scoring methodology.
  • Develops and maintains multiyear planning schedules that inform future project activities throughout the Bureau, from site acquisition to construction.
  • Responsible for a wide range of tasks that comprise the Bureau fiscal costsharing program for the construction and maintenance of the overseas portfolio.
  • Communicates to audiences at the working, management, and executive levels within a variety of public speaking forums to present project planning methodology and costsharing programs of the Bureau.
  • Writes, reviews, and submits mandated reports, to include the Real Property Capital Plan and the Long Range Plan.

Conditions of Employment:


  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • Requires a financial disclosure statement, OGE450.

Qualifications:

Applicants must meet all the qualification requirements described below by the closing date of this announcement.


Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.


Qualifying specialized experience must demonstrate the following:

  • Experience leveraging data and technology to streamline processes for informed decision-making.
  • Experience providing support to stakeholders within the facility planning, design and construction industries.
  • Experience leading initiatives through planning, organizing, and prioritizing complex tasks based on their feasibility, importance, and cost.
  • Experience in the execution of strategic goals to include establishing objectives, creating timelines, and tracking progress.
There is no substitute of education for specialized experience for the GS-14 position.

Your qualifications will be evaluated on the following competencies:


  • Knowledge of management and organizational skills, techniques, and procedures necessary to implement and execute a decisionmaking framework in support of planning, design, construction, and maintenance of functional facilities across a portfolio.
  • Knowledge of the interrelationship between capital planning, budgeting, fiscal execution, policy, and other functional programs to optimize and expand capital planning to support broader agency and bureau level (or equivalent) goals and objectives.
