The State of New Hampshire, Department of Health and Human Services, Office of Health Equity has a full time vacancy for State Refugee Coordinator.


SUMMARY:


Oversees the planning, development, implementation and evaluation of programs, policies and operational procedures to ensure the availability and delivery of social, medical and other supportive services for refugees placed in New Hampshire through the federal Office of Refugee Resettlement.


RESPONSIBILITIES:


Identifies, develops, prepares and oversees the monitoring of grants and contracts to ensure effective settlement services including English as a second language, job placement, case management and cash and medical assistance for refugees.

Oversees the collection, analysis and reporting of data to meet federal reporting requirements.

Reviews evidence-based recommendations and interprets data to develop strategies to design and implement programs to meet the health and human services needs of refugee populations.

Communicates and responds to emergent trends identified during data analysis.


Negotiates and leads cross-departmental service delivery initiatives to maximize state resources and to increase availability of services to individuals who are of refugee populations.

Develops partnerships and linkages with community organizations to support the needs of refugee communities including access to education, employment, transportation, housing, social services, health services, mental health and interpretation/translation services.


Acts as a representative of the department in the communication of program strategies, trends, and challenges to a variety of internal and external stakeholders, including members of the legislature, Governor's office, department leadership, provider organizations, community agencies and members of the media.


Leads and coordinates the activities of the Refugee Advisory Council, an organization that conducts strategic planning to ensure the state has sufficient capacity for services and supports to meet needs based on federal projections.


Evaluates data, projections and other information at a state, regional and national level to recommend evidence-supported program and policy changes to improve service access and delivery and to ensure initiatives are compliant with applicable federal and state requirements.


Supervises and evaluates the work performance of professional employees, including making hiring and discipline decisions and assessing staff development needs.


MINIMUM QUALIFICATIONS:


Education:

Master's degree from an accredited institute of higher education with major study in public health, social work, public administration, human services or related field.


Experience:

Six years of experience with refugee or underserved populations, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education:

Bachelor's degree from an accredited institute of higher education with major study in major study in public health, social work, public administration, human services or related field.


Experience:

Seven years of experience with refugee or underserved populations, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
