Duties:


  • Serve as the Defense Health Agency's senior consultant and definitive Subject Matter Expert (SME) on Military Health System (MHS) and DHA policies.
  • Provide DHA Senior Leaders insight into the various stakeholder positions with respect to MHS Governance issues topics.
  • Serve as a catalyst facilitating effective coordination among MHS stakeholders throughout all levels of the MHS Governance construct.
  • Monitor, coordinate, advise, and assist in the execution of special projects and actions assigned by the DHA Deputy Director.
  • Prepare or oversee preparation of guidelines, projects, metrics, studies, analyses, and reports.
  • Direct the DHA's Health Affairs (HA) Cell endtoend, track and respond to the Department's requests for information, improving data flow for all stakeholders.
  • Ensure processes are established and executed to interface with the DHA Operations Center.
  • Perform or oversee performance of monthly statistical studies for the DHA Deputy Director, conveying workload volume data, incoming tasker analysis to include source and suspense windows, and Agency achievement of suspense's

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access. A preemployment and recurring comprehensive background investigations are required.
  • Approximately 25% travel may be required. Travel may involve local, and or overnight.

Specialized Experience:One year of specialized experience which includes working with and/or for the Military Medical Departments, Health Affairs, or Personnel & Readiness on Military Health System (MHS) Governance reform issues; advise on political and/or military MHS Governance issues influencing the DHA's efforts to provide oversight, management of all Military Treatment Facilities (MTFs) and Military Dental Treatment Facilities (DTFs) and support to Medical Military Departments (Med MILDEPs) and the Office of the Joint Staff Surgeon (OJSS); solve difficult and obscure problems in support of MHS Governance, and experience negotiating with the services on multiple areas of collaboration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

  • Positions, as determined by the Secretary, for the purpose of assisting and facilitating the efforts of the DoD in business transformation and management innovation. Position must involve work executing continuous process improvement and/or organizational change across an entire business unit.
  • Business transformation and management innovation appointees must have:
  • A management or business background;
  • Experience working with large or complex organizations; and
  • Demonstrated expertise executing, via recognized, repeatable business improvement methods, at least one of the following: management or organizational change, data analytics, or business process design.

Education:
