Job Description:

The Trafficking Analyst supports the Office on Trafficking in Persons (OTIP) at the U.S. Department of Health and Human Services in Washington, DC.

The position provides support to OTIP's Protection Divisions victim assistance and service programs, primarily for activities associated with foreign national children, and adults, upon request.

Duties and responsibilities include, but are not limited to:

  • Intakes and processes Requests for Assistance for foreign national children who have or may have experienced human trafficking.
  • Creates written case summaries and analysis of trafficking concerns in accordance with the Trafficking Victims Protection Act of 2000, as amended.
  • Prepares Eligibility and Interim Assistance Letters, which are granted to foreign national children who have or may have experienced human trafficking.
  • Assists efforts to connect children to benefits and services, assessing case management and child welfare needs, and coordinating referrals across federal, state, and local systems (child welfare, benefit issuing agencies, community organizations, etc.)
  • Provides technical assistance and case coordination to staff and intraagency partners.
  • Conducts trainings relevant on the Child Eligibility process for program staff and field coordinators, child welfare, attorneys, law enforcement, officials, care provider programs, and other relevant internal and external stakeholders.
  • In consultation with relevant OTIP federal staff:
  • Drafts policies and procedures addressing the Child Eligibility process;
  • Revises policies and procedures accordingly pursuant to legislative updates;
  • Revises forms and public guidance on access to Interim Assistance and Eligibility Letters, child trafficking screening instruments, referral forms, and access to benefits and services; and
  • Coordinates responses to external inquiries regarding the Child Eligibility process and general child trafficking issues.
  • Assists with data collection and preparation of reports, fact sheets, and informational materials on child trafficking and internal datasets relevant to the Child Eligibility process.
  • Assists in orienting new staff on the Child Eligibility process and all relevant internal protocols.
  • Provides coverage of the Child Protection phone line, staff cases, provides administrative support, and troubleshoots inquiries from the public.
  • Inputs data and tracks case status in online case management systems.
  • Provides input to improve work processes and efficiencies including technological innovations.
  • Maintains compliance with statutory responsibilities, policies, and procedures.
  • As needed, provides coverage of the Adult Certification process, resource inbox, and Trafficking Verification Line.
  • Other duties as assigned and necessary to carry out the requirements of the Child Eligibility process.
Education and Experience

  • Bachelor's degree in social work or related discipline is preferred with 35 years of related experience (If Master's, requires 13 years of experience).
  • Direct child welfare experience preferred.
  • Direct experience working with foreign national children and youth or with antitrafficking programs preferred.
  • Direct case management experience preferred.
  • Conversational in Spanish preferred.
