- Analyze plans and specs to perform quantity takeoffs.
- Prepare estimates of material, labor, and equipment cost for bid-build projects.
- Provide innovative engineering approach to solving problems.
- Determine appropriate means and methods of construction.
- Estimate various types of work including piling, concrete structures, and structural steel.
- Design or coordinate design of temporary structures such as shoring, false work, cofferdams, bulkheads, formwork, and templates.
- Communicate with subs and suppliers regarding pricing, scope, project requirements, and terms.
- Assist with writing technical proposals.
- Prepare schedules for estimates.
- Travel as required to attend meetings, site visits, training, etc.
- Directly manage underwater & marine construction projects from mobilization through to demobilization and final reporting.
- Manage all facets of company responsibility to ensure the safe and successful completion of assigned projects.
- Act as Company liaison with clients, provide effective solutions for project related issues as needed.
- Develop detailed project safety plans, work plans, and dive plans identifying required project material, equipment, and personnel.
- Communicate regularly with company principals and administration regarding the status of current project initiatives; obtain executive guidance and approval as required to advance initiatives.
- Provide expert engineering advice and consultation on heavy civil, marine, and underwater construction & demolition projects as requested.
- Must be well versed with and ensure compliance with applicable safety rules and regulations (governmental regulatory agency regulations, company dive manual, and company safety policies).
- Prepare and or assist with job quotes and project proposals as requested.
- Responsible for ensuring a profitable job including daily cost tracking and accountability of material, personnel, and subcontractor cost.
- Represent the company to various customers and entities.
- Bachelor's degree in civil engineering or related construction management is required.
- 10 years of direct hands-on experience working on marine & underwater construction projects is required.
- 5 years of documented experience as an acting Project Engineer overseeing underwater and marine construction projects is required.
- Must be skillful in problem solving, decision making, listening and negotiation.
- Excellent analytical skills for reviewing costs and preparing budget reports.
- Must possess strong organizational and communication skills.
- Ability to work under pressure and coordinate project tasks.
- Strong numerical and reasoning abilities.
- Participative management type – advocates team concept.
- Well-developed interpersonal skills. Ability to get along with diverse personalities.
- Ability to establish credibility and be decisive – but be able to recognize and support the company's preferences and priorities.
- Results oriented.
- Must be experienced and proficient in the engineering implementation and use of barges, vessels and marine cranes.
- Possess knowledge of project management principles, engineering practices, design techniques, and software driven tools for civil engineering work on marine applications.
- Possess skill in organization and establishing priorities.
- Possess sound verbal and written communication skills.
- Skillful in the use of personal computers and engineering/design related software applications.
- Significant physical effort is required and exposure to physical risk is possible.
- Must be able to obtain a U.S. Government security clearance.
- Must have valid driver's license.
- Must be able and willing to travel nationwide on short notice for indefinite periods of time.
- It is preferred (not required) that the applicant is a graduate of an accredited commercial diving school.

The primary objective of this key company role is to oversee and manage underwater and inland marine construction projects in the field, primarily focusing on the construction of underwater energy related infrastructures such as water intakes, outfalls, and subaqueous pipelines.
BIDCO specializes in the rehabilitation of locks, deep-water dams and their associated flow control structures, the design and implementation of bulkheads, gates, and cofferdams, and underwater work associated with offshore windfarm and cable lay projects.
The Project Engineer will direct and manage design-build and alsopublic/private/government
contracting projects throughout the entire project cycle from initial concept, design, bidding, construction and throughout successful completion.
Finishing assigned projects in accordance with customer specifications and within schedule and budget limitations, coordinating activities of administrative, engineering and construction teams, contractors, and vendors.

The company typically employs 20-40 commercial divers, operating engineers, and marine tradesmen daily.
