The Network consists of three (3) federally qualified health centers (FQHC) in Philadelphia**:

  • Abbottsford Falls Family Practice & Counseling (Northwest Philly);

Stephen & Sandra Sheller 11th Street Family Health Services of Drexel University (North Philly); and
-
Health Annex (Southwest).


Today the FPCN serves more than 20,000 patients annually and is a NCQA certified Patient-Centered Medical Home and recognized by HRSA as a National Quality Leader for Behavioral Health.


FPCN is opening Philadelphia's First Birth Center; its collaborating hospital is the University of Pennsylvania Hospital. This brand new 30,000 sq ft space will feature exam rooms, birthing suites, community meeting rooms and a gorgeous community garden park. The Family Health and Birthing Center will provide full prenatal, birth, and postpartum care in Southwest Philadelphia. Services to include education on nutrition, exercise, childbirth preparation, breastfeeding, infant and self-care; and mental health and substance abuse therapy for those who need it. These services will be provided by interdisciplinary teams of professionals led by nurse midwives and doulas, and will include behavioral health specialists, addiction counselors, social workers, and registered nurses. Additional services will include transportation assistance; lactation counseling; prenatal and parenting education; legal services; and complementary mind/body services, such as yoga, massage, and meditation. All staff will have training in anti-racism, justice, diversity, and inclusion (A-JEDI), trauma-informed care, and sanctuary model practices.


Position Summary


The
Director of Perinatal Services (DPS) is a Certified Nurse-Midwife (CNM) directs health services for the prenatal and postpartum services at the Family Practice & Counseling Serivice's primary care sites (currently 3) as well as all services as the upcoming Family Health & Birthing Center ("Birth Center") expected to open late 2024 in SW Philadelphia.

The DPS coordinates care between the Birth Center and referral hospitals in accordance with guidelines of the American College of Nurse-Midwives (ACNM), American Association of Birth Centers (AABC), the Commonwealth of Pennsylvania Department of Health Birth Center Regulations, and the protocols/practice guidelines of the Family Practice & Counseling Center (FPCN).


Responsibilities/Duties
CNM duties

  • See prenatal and postpartum patients at the network sites as needed.
  • Attend births at the Birth Center.
  • Attend births at Hospital of University of Pennsylvania to continue to developing string relationships with their L&D and NICU teams.
This position preliminarily supervises clinical functions of the start-up peri-natal team including CNMs, Nurse Practitioners (CRNPs), Lactation Consultants, Doulas, and Registered Nurses (RNs) until the birth center opens, and then a Lead Midwife is hired
Duties include:


  • Hire, orient, and evaluate clinical staff as necessary in collaboration with Human Resources and the Practice Manager.
  • Coordinating monthly clinical schedules.
  • Support continuing education.
  • Assist in meeting productivity expectations.
  • Coordinate with contracted agencies providing doula and home visiting care.
Provide clinical leadership and oversight for CNMs and CRNPs including but not limited to:


  • Develop, implement, and share clinical and administrative policies and protocols in collaboration with the Executive Leadership Team (XLT) and the Clinical Advisory Committee (CAC).
  • Followup on patient care concerns/issues in conjunction with Practice Manager and Center Directors.
  • Promote Quality Improvement processes, power cycles, and support network improvement initiatives and quality measure goals.
  • Work with Executive Clinician, Director of Primary Care, and Clinical Nurse Specialists to ensure safe, uptodate, evidencebased practice across the network.
Coordinate and serve on the CAC.

Assist in coordination of clinical education experiences for students and volunteers.

Advise XLT on the development and administration of the annual budget, fee schedules, and third-party insurance negotiations.

Develop new clinical programs in conjunction with the XLT and CA
