The Administration Board for Urban Development and Construction in Oswego, IL is currently seeking to fill a position as Head of Urban Development (m/f/d) in a full-time, permanent position with 39 hours per week, starting as soon as possible due to a vacancy.


The main responsibilities of this position include:

  • Responsible management of the Urban Development department
  • Personnel responsibility for employees in planning, contribution management, building permit procedures, approval procedures according to the Federal Building Code, and climate protection
  • Responsible supervision of urban planning projects with corresponding statutory rights, plans, and measures in urban areas, informal planning and concepts, including independent monitoring of financing, planning, and implementation, as well as coordination with internal departments and other specialist authorities, and commenting on higherlevel plans (district, regional, and state planning)
  • Strategic development of the department
  • Budget planning and expenditure monitoring for all services, particularly in the context of urban development funding measures
  • Preparation and updating of relevant ordinances within the scope of responsibility
  • Ensuring proper booking, control, and processing of financial transactions
  • Budget and project management, awarding of services
  • Representing and advocating for the municipality's interests in external relations
  • Participation in city council meetings and committee meetings related to the assigned tasks

The following professional qualifications are expected:

  • Successfully completed university degree in engineering (diploma, bachelor's or master's) in the field of spatial planning, urban planning, city and regional planning, architecture, geography
