The Department of Procurement Services is responsible for the contracting of goods, services and construction for the University. In addition, we oversee the University's Supplier Diversity initiative and all university related e-Procurement (eVA) processes.
Duties and Responsibilities:
- Team leadership of six professional Buyers/Contracting Officers, responsible for the contracting of Facilities Management Goods and Services, Furnishings and Equipment, A/E and Construction Services, Utilities, and Athletics Goods and Services. Team leadership includes all supervisory responsibilities in accordance with departmental/university policy and applicable laws. These responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and counseling employees.
- Administration of the procurement program for professional services and major construction projects.
- Participates in the development and refining of policies and procedures guiding Procurement Services.
- Establishes training programs, processes and procedures for team members in need of improved skill set to create a bestinclass team.
- Strategic planning and project management.
- Developing specifications and scopes of work, soliciting, negotiating, and awarding contracts for goods, services and construction.
- Ensuring the preparation, submittal, and management of required documents, manuals and university/state reporting in a timely manner.
- Develops and maintains ongoing and productive relationships with contractors and internal/external stakeholders.
- Adheres to strong customer service focus and supports continuous improvement activities.
- Ensuring procurement processes and files for all commodities meet set levels of expectation.
- Ensures that departments adhere to standards, rules, and regulations set forth by Policy and Applicable Law. Addresses compliance issues and provides training/instruction to prevent noncompliance.
- Supporting university Supplier Diversity initiative through sourcing, outreach, and reporting efforts.
- Assists in the planning and implementation of new initiatives, and policy/processes related to changes in legislation.
- Responds to FOIA and Audit requests related to team procurements.
Qualifications:
- Excellent communication and leadership skills.
- VCCO certification or the ability to obtain within 18 months of hire is required.
- Strong knowledge of procurement processes, contract negotiation, and quality management; knowledge of these processes specific to A/E services and construction are a plus.
- Excellent negotiating and verbal/written communication skills.
- Strong computer/system skills for the efficient usage of a variety of systems/software (this position currently utilizes Microsoft Word / Excel / PowerPoint, eVA, Cobblestone Contract Insight, BITS, GC Pay, PeopleSoft Finance, Teams, Zoom, Outlook, Adobe).
- Strong ability to gather, analyze and report data.
- Critical thinking is crucial for this position, enabling the evaluation of complex situations, problemsolving, and making well informed decisions.
- Proven ability to manage and/or track progress of multiple projects and human resource needs simultaneously.
