Description

  • Assist OUSD(R&E) in developing the Program Objectives Memorandum and Budget Estimate Submission for R&E, manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.).
  • Prepare analysis and evaluation of the effectiveness of programs and operations, and analyze financial and budgetary trends.
  • Prepare documents and briefings for review and use by DoD senior leadership.
  • Review statement of work and required funding documentation for approved R&E projects.
  • Monitor and support DoD program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.
  • Assist in preparation of required documentation to support the DoD PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum.
  • Prepare and participate in Mid-Year reviews and other PPBE meetings as required.
  • Assist R&E in identifying baseline financial processes and design target financial and business processes and procedures.
  • Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases.
  • Assist in preparing audit readiness preparing associated documentation.
  • Execute and followup on all budgetary data calls

Qualifications
Required

  • Education: A bachelor's degree from an accredited college or university in accounting, business management, or finance. A minimum of six (6) years of specialized experience, including military budget experience, may be substituted in lieu of specific educational requirements.
  • Secret Clearance Minimum
Desired

  • Experience with acquisition and PPBE process at the DoD and/or Service component Headquarters level.
  • Knowledge of funding execution processes, DoD organization and structure particularly R&D structure of OSD, Services, and Combatant Commands is preferred.
