Duties:


  • Assists with the development of Information/Data Exchange Agreements (IEA/DEA), Project Arrangements (PA), equipment loans, Equipment and Material Transfers (EMT), and the Engineer and Scientist Exchange Program (ESEP) documentation.
  • Develops JPEO-CBRND policies specific to processing International Agreements (IA) utilizing knowledge of foreign disclosure support functions.
  • Coordinates agreements with the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation office (DASA-DEC) and international programs offices from other service branches where IA issues are involved.
  • Facilitates discussions with representatives from governments with regards to IAs to which the JPEO-CBRND is a party or major stakeholder.
  • Performs analysis of international CBRN Defense issues, which requires familiarity with international foreign research and development communities governing U.S. cooperative activities with key government counterparts.
  • Provides oversight and management for daytoday tasking and staffing operations and serves as a liaison to external entities on behalf of the JPEO-CBRND to improve communications and build partnerships.
  • Assists JPEO-CBRND Budget Analysts with financial management duties related to international and interagency agreements.

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • Business travel required up to 25% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is a Security Cooperation Workforce (SCW) position. Selectee must be certified at the Intermediate level in the Acquisition Management area of consideration or be able to obtain certification within 36 months.

  • Position will be filled as a Term Appointment NTE 13 Months and may be made permanent. Term appointments may be extended up to six (6) years.

Specialized Experience: One year of specialized experience is defined as: 1) Managing International Acquisition Programs according to DoD regulatory guidelines; 2) Coordinating the development of Data Exchange Agreements, International Agreement Policies, and Equipment and Material Transfers for an International Acquisition Program; 3) Overseeing the disclosure of information to foreign governments to ensure compliance with mandated disclosure laws. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).


Education:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, jobs in level NH-III of broad banding encompass the traditional GS12 through GS13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
