  • Performs professional level financial work within the Bureau of Revenue. Work will include advancedlevel analysis, complex reconciliation, and provide fiscal oversight over key processes within the Bureau of Revenue. This position will also include examining financial activities and operational programs of County agencies; and assisting with the County's Tax Sale process.

STARTING SALARY HIRING RANGE:


$ $35.52

$65,559 - $73,877

CLASS DESCRIPTION:


  • Performs professional level financial administrative work under general supervision from an administrative or technical superior. Work includes examining financial activities and operational programs of County agencies; planning and supervising the utility billing and collection section within the Department of Finance; performing financial and management studies of a routine nature; and participating in audits to determine the adequacy of internal control and the efficiency and effectiveness of operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Include the following. Other related duties may be assigned.

  • Reconciles SAP GL for State fiduciary fund to MUNIS reports and prepare State collections payable report, Ag Transfer Tax report and other required state reporting on a monthly basis.
  • Completes the necessary true ups for prior period state reporting to capture variances due to nightly cycle and GL interface errors and addresses reconciling items on a quarterly basis.
  • Completes annual reporting from SDAT including Assessable Base, Supplemental Assessable Base, AIMs Reporting, and 3/4 Construction reports.
  • Reconciles State/County Assessments report (OC Report) with SDAT and SAP GL and completes final public debt reports.
  • Liaises with Division of Accounting to research and resolve tax reconciling items, variances, and other requests related to Real Property Refunds, Tax Receivable, and other Bureau of Tax Revenue balance sheet accounts.
  • Reviews the weekly refund export file to balance activity in MUNIS to SAP.
  • Assists with the core components of the annual tax sale process including voids, weekly tax sale redemptions, bidder & resident correspondence, foreclosures, payoffs, annual tax sale proceeds, account reconciliations, and office of law inquiries.
  • Processes Bankruptcy and Foreclosure requests from Office of Law related to delinquent taxes.
  • Completes annual escheat review and applicable accounting entries.
  • Complete daily "nightly cycle" process to batch all daily MUNIS payment journal activities and complete applicable follow up steps with required IT personnel to ensure the batches interface with SAP in a timely manner.
  • Provides assistance with Citizens' Election fund administrative tasks and disbursements.
  • Assists with Public Information Office requests.
  • Assists with requests from the grants team regarding whether an entity is clear.
  • Provides audit support.
  • Provides backup support to tax customer service.

SUPERVISORY RESPONSIBILITIES:


  • This job has no supervisory responsibilities.

MINIMUM REQUIRED EDUCATION/EXPERIENCE:


  • Bachelor's degree and one (1) year related experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

  • Bachelor's Degree with major course work in Accounting and experience in governmental accounting preferred.
