  • DATE JOB SUMMARY
  • Ensures compliance with the City Zoning Ordinance and perform other professional planning duties. Serve as main staff member for customer service in the Permit Center. Employee has significant impact on decisions and recommendations of the Plan Commission, Board of Zoning Appeals, and Historic Commission.
  • PRINCIPAL DUTIES AND RESPONSIBILITIES
  • Issues zoning clearances and sign and building permits.
  • Reviews proposed site plans and changes in land use upon request.
  • Professional staff support to the Plan Commission and Board of Zoning Appeals.
  • Serves as principal staff to the Historic and Cultural Commission.
  • Make decisions regarding selection of appropriate standards or ordinances.
  • Answers questions pertaining to zoning and other planning issues.
  • Provides zoning verifications.
  • Researches planning and zoning policy.
  • Handles questions pertaining to historic preservation, zoning, and other urban planning issues.
  • Issues certificates of Appropriateness for the Historic and Cultural Commission. Assign Addresses
  • OTHER DUTIES AND RESPONSIBILITIES
  • Performs other duties as assigned.
  • Assists with the preparation of basic planning studies and inventories.
  • Assists with the preparation longrange and shortrange planning projects and special projects as needed.
  • Assists with updates of the Comprehensive Plan.
  • Assists with updates of the land uses and zoning ordinance amendments.
  • Provide census and planning information to the general public and governmental agencies.
  • Scan and archive plans and planning documents
  • Maintain floodplain records


  • EDUCATION AND EXPERIENCE

  • Bachelor's Degree in Urban Planning, Public Administration or closely related field.
Master's Degree strongly desired.
Valid driver's license is required.- KNOWLEDGE, SKILLS,
AND ABILITIES- Knowledge of urban planning and land use concepts.
Knowledge of the Planning Acts of the State of Indiana.
Knowledge of the Zoning Ordinance, Subdivision Ordinance, and other pertinent laws, rules and regulations.
Knowledge of the Comprehensive Plan.
Ability to write staff reports.
Ability to maintain and develop date abases.
Ability to work independently and as a part of a departmental team.
Spanish language skills would be beneficial- PHYSICAL, MENTAL, AND VISUAL SKILLS- Ability to speak and write effectively.
Ability to effectively communicate with the public, property owners and developers.

Ability to drive a car.- WORKING CONDITIONS- Work is performed in a 40 plus hours per week standard office environment but will require out work involving site inspections and field sweeps.- POST OFFER TESTING REQUIRED- The City of Elkhart is a Drug Free Workplace.

Therefore successfully passing a post offer drug screen is required (random drug testing may be conducted after employment).

Background checks producing acceptable BMV and criminal history reports required.- POLICY STATEMENT- The incumbent is required to possess the knowledge, skills, and abilities, and the physical, mental, and visual skills described in this job description to perform the principal duties, responsibilities and essential job functions.
