Description
VISTA Technology Services, Inc. (VISTA) is currently seeking a Navy Qualified Validator (NQV) to support a NAVSEA Program Office in Washington, D.C.Responsibilities:
- Provide support to the Program's Activity Chief Information Officer (ACIO) to obtain Authorization to Operate (ATO)
- Develop Risk Management Framework (RMF) accreditation packages using current DoD accreditation methods, to include the System Authorization Boundary, Hardware/Software/Firmware list, Dataflow Diagram, Security Plan, Plan of Action and Milestones (POA&M), System Categorization, Enterprise Reporting RMF Scorecard, System Level Continuous Monitoring (SLCM) Strategy, Risk Assessment Report (RAR), Security Assessment Plan (SAP), and Security Assessment Report (SAR).
- Identify security controls to be implemented, work with system owners to implement and test controls, prepare required artifacts, and complete actions required in the RMF
- Provide recommendations to program managers regarding the development and acceptance of RMF packages and the RMF process for a portfolio of approximately 200 systems.
- Serve as a resource in both package development and in navigating the RMF process
- Perform compliance review and analysis of cybersecurity requirements
- Validate cybersecurity artifacts developed by enterprise system owners
- Investigate inadvertent disclosures of information and submit draft reports to the ASM
- Recommend remedial actions for approval, and initiate and coordinate remediation actions, and track to closure.
Basic Qualifications:
- Bachelor's degree in Computer Science or in a technical or managerial related field
- 7+ years of professional experience with RDT&E and Business IT systems and phases of the Certification and Accreditation (C&A) process
- Qualification as a Level III Navy Qualified Validator (NQV)
- Experience developing RMF accreditation packages
- Knowledgeable in the RMF Accreditation and Authorization process
- Experience with DoN Enterprise Mission Assurance Support Service (eMASS)
- Active DoD Secret Clearance
Desired Qualifications:
- 10+ years of professional experience in Information Assurance (IA) or C&A related field
- Demonstrated proficiency and understanding of Navy IT sites, systems, and infrastructure
- Demonstrated experience working Navy C&A projects as an NQV
- Demonstrated experience with written and verbal communications and interfacing with all levels of personnel involved in IT operations and systems
