    Summary


    Within the Office of Preventative Health and Environmental Services and under the general direction of the Behavioral Health Department Director, is responsible for managing and implementing program compliance and coordination of the partnerships within the County's Pre -Crisis/Crisis Initiative.

    The position will monitor access and foster coordinated navigation for systems of care addressing pre crisis and crisis access treatment needs.

    This position will also monitor contract and program deliverables between first responders and multiple behavioral health stakeholders.

    Duties and Responsibilities


    • Assists in the continuous planning, improvement and management of pre crisis and crisis program and services including evaluation and fiscal monitoring. Coordinates and develops processes to ensure adherence to the American Rescue Plan Act (ARPA) guidelines.
    • Fosters robust stakeholder participation
    • Provides data repository of metrics address per-crisis, crisis, access and continuity of care
    • Fosters a strategic focus on identifying and providing resources to the community
    • Ensures overall aim of the program to bring coordinated mental health services at pre-crisis intervention points
    • Oversees curriculum and programming across the community and system of care
    • Reviews training materials
    • Coordinates directly with stakeholders, provider partnersand hospitals
    • Address coordination and leveraging of activities on intra-governmental and inter- governmental organizations
    • Address and identify gaps in access to treatment
    • Interprets/summarizes data provided for Program Director
    • Addresses the completion of major milestones Identifies additional partners to address resources
    • Establishes and updates policy manual
    • Performs other duties as assigned
    Minimum Qualifications


    • Graduation from an accredited college or university with a minimum bachelor's degree in Health Care Administration, Social Work, Psychology, Criminal Justice or Business, with specialization in behavioral or social science, public administration, health care administration, hospital administration or related areas and three (3) years' experience in community mental health and/or community interfacing criminal justice programs; including at least two (2) years of experience having worked in a management capacity; or a combination of education experience
    • Knowledge of behavioral health crisis systems of care along with awareness in scope of operational activities for treatment access within an urban setting.
    • Knowledge of case management principles and how they affect the development and delivery of programs and services;
    • Ability to develop successful collaborations; ability to communicate effectively both verbally and in writing with diverse groups; and evaluate its impact for growth opportunities; ability to establish and maintain effective working relationships with co workers, County employees, Department Heads, Elected/Appointed Officials, members of multiple teams, outside organizations, and the general public.
    • Must be proficient in computer technology and utilize various systems to include MS Office software
    • Must have valid Texas driver's license, motor vehicle liability insurance and personal injury insurance
    • Must secure and maintain a favorable background investigation and clearance
    • Must clear a pre-employment physical and a pre-employment drug screen test
    • May be required to work more than 40 hours during the workweek; may work weekends

    Preferred Qualifications:

    • Masters Level Health Care Administration, Social Work, Psychology, or Criminal Justice
    • Licensed Professional Counselor (LPC) or Licensed Clinical Social Worker (LCSW)
    • Law Enforcement and/or First Responder Experience

    Working Conditions:

    • Constantly working in indoor conditions
    • Occasionally moves items weighing up to 10-15 pounds
    • Frequently communicates with others; must be able to exchange accurate information
    • Constantly operates a computer and other office productivity machinery
    • Positions self to perform essential functions
    • Must be able to remain in a stationary position
