Description

The Department of Public Utilities (DPU) is responsible for oversight of investor-owned electric power, natural gas, and water utilities in the Commonwealth; developing alternatives to traditional regulation; monitoring service quality; regulating safety in the transportation and gas pipeline areas; and for certain aspects associated with the siting of energy facilities.

The mission of the Department is to ensure that utility consumers are provided with the most reliable service at the lowest possible cost; to protect the public safety from transportation and gas pipeline related accidents; and to ensure that residential ratepayers' rights are protected.

The DPU seeks to promote safety, security, reliability of service, affordability, equity, and greenhouse gas emission reductions.

The Transportation Network Company Division of DPU is responsible for oversight of Transportation Network Companies (a.k.a. "TNCs" or rideshare companies) in Massachusetts such as Uber and Lyft.

The TNC Division conducts background checks on rideshare drivers, processes rideshare driver appeals, audits rideshare companies, and ensures TNC and driver compliance with Massachusetts rules and regulations regarding rideshare services.


DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  • Process reports to the TNC Division from rideshare companies regarding suspended drivers.
  • Process appeals from rideshare drivers regarding denied or suspended background check results, including requesting records and conducting appeal hearings.
  • Assist with auditing rideshare companies for compliance with Massachusetts rules and regulations, including conducting indepth research and drafting reports for the Auditor of the TNC Division.
  • Receive calls and responds to inquiries from the public, agency staff, and others in order to provide information concerning TNC policies and procedures according to the laws, rules and regulations governing TNC activities.
  • Reviews reports, documents and pertinent information received from the general public, TNCs, and agency personnel concerning compliance with TNC laws and regulations in order to determine appropriate action to be taken.
  • Provide technical assistance and advice to agency personnel and others concerning assigned matters to ensure compliance with established policies, procedures and standards.
  • Review and maintain reports from TNCs for compliance.
  • Confer with management staff and other agency personnel in order to determine program requirements and availability of resources and to develop the criteria standards for program evaluation.
  • Evaluate program activities in order to determine progress and effectiveness and to make recommendations concerning changes as needed.
  • Review letters, reports, and memoranda for accuracy, completeness and content to take appropriate action to resolve problems.
  • Conduct research and draft reports.
  • Performs related duties such as maintaining records, attending meetings, preparing correspondence and filing.
  • Other duties as assigned.

QUALIFICATIONS REQUIRED AT HIRE

  • Familiarity with reviewing Criminal Offender Record Information (CORI), driving records, and police reports.
  • Strong research and writing experience.
  • Strong organizational and multitasking skills.
  • Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence.
