    Occupational Summary:


    The CTO Portfolio Manager provides project management oversight to the horizontal and vertical components of the CTO programs within Duke Health, reporting to the ACTO.

    This role is responsible for supporting the CTO Senior Leaders and Service Owners by:


    • Managing the technical design and technical transition process, workflows, documentation, and artifacts
    • Serving as the Demand process owner for CTO service lines.
    • Providing program/portfolio management oversight on initiatives for delivering solutions to customers or internal business improvements.
    • Providing program/portfolio management oversight of multiple critical, large, and complex projects and/or programs across multiple service lines.
    • Coordinating the management and execution of projects to ensure timely and budgeted completion, aligned with program objectives.
    • Collaborating with the respective leadership teams to determine program objectives and resource availability.
    • Developing and implementing program and project methodologies, adhering to industry standards and best practices.
    • Ensuring alignment with DHTS PMO for project management processes, service delivery, change management processes, and common toolsets for quality controls.
    • Participating in the yearly consolidated budget preparation for the profit centers.
    • Representing the service lines at the Application Center of Excellence meetings.
    • Serving as the ServiceNow Application Portfolio Manager for the service lines.
    • Being a member of the ServiceNow Knowledge Management stakeholder team.
    • Acting as the SharePoint Intranet liaison to the respective service site managers.
    Work Performed


    • Provide oversight for the program/portfolio management processes, procedures, and metrics reporting for CTO.
    • Manage the technical design and technical transition process, workflows, documentation, and artifacts.
    • Serve on the Demand Review Board and participate in the Demand process as a representative for the respective service lines.
    • Oversee project management of IT projects within the respective programs, ensuring varied scopes and complexities are handled efficiently.
    • Track and monitor delivery timelines, providing routine project portfolio status reports to leadership, detailing progress, issues, risks, and mitigation plans.
    • Ensure all project phases are delivered on time and with high quality.
    • Contribute requirements and ideas for IT Service and Project delivery tools and metrics necessary for resource management and project portfolio management.
    • Ensure speed, quality, and shared vision by involving the appropriate stakeholders in decision-making processes.
    • Serve as the representative of the Strategic PMO for the respective service lines, driving continual improvement in project and service delivery processes.
    • Assist in the preparation of materials for submission of profit center budgets.
    • Monitor and report contract expirations to the respective service line managements.
    • Represent the service lines at Application Center of Excellence meetings, coordinating business continuity/disaster recovery assessment requirements and sending applicable enhancement announcements to application owners.
    • Serve as the ServiceNow application portfolio manager for the respective service lines, including creating and maintaining application records, providing guidance to application team members, monitoring and acting upon application non-compliance reports, attending APM monthly update meetings, and performing contract management oversight.
    • Participate as a member of the Knowledge Management Stakeholder team, providing input for process development, compliance, tool enhancements, fixes, reporting, and measurement, and communicating updates and necessary document revisions to the service line teams.
    • Act as a liaison to SharePoint site managers for various sites and subsites containing document libraries, lists, and applications.
    Experience Required:

    Minimum 5 years relevant Project or Program Management experience, and typically 10+ years relevant business experience.
    Minimum 3-5 years in a healthcare IT environment preferred.
    Proven track record in managing multiple projects concurrently and/or large-scale programs.

    Project/Program Management skills including:

    Estimating, Scope Management, Budget Management, Resource Management, Risk Management, Change Management, Issue/Conflict Resolution, Communication Management, Quality Management, Testing Plans, Training Plans, Team Management.

    Strong ability to collaborate with directors, managers, and individual contributors to define business process issues, analyze operational efficiencies, implement and influence creative solutions, and measure delivery results.

    Experience managing large, complex budgets.
    Experience managing ITIL components within Service Now
    Experience managing SharePoint site(s)

    Education / Training:
    Bachelor's degree in a related field, or 4 years of equivalent technical experience required
    Advanced degree in business, information management, or healthcare fields preferred


    Licensure/Certification:
    PMP or CSM project management certification required
    ITIL background with V3 certification preferred
    Lean Six Sigma or other process certification preferred
