Job Description And Duties


CARB's Air Quality Planning and Science Division (AQPSD) is seeking a highly motivated individual to join the Consumer Products Implementation Section.

The successful candidate will work as part of an excellent team to develop and implement the Consumer Products Regulation. Main tasks include updating VOC emission inventory using surveys and market data to provide the basis for consumer product VOC standards and reactivity limits; conducting technical and policy analysis to determine the feasibility, cost, environmental and equity impacts of consumer product regulations, and to identify research and policy needs to improve air quality and public health; developing and implementing innovative strategies

(such as Innovative Product Exemptions) to address consumer product VOC and GHG emissions while incentivizing companies to innovate their products; implementing existing regulations, including product determinations, certifications, alternative control plans, and fee programs. The staff person will also lead and participate in public workshops, board hearings, and consultation meetings with affected industry, trade associations, environmental groups, researchers, air districts, sister agencies, and other consumer product stakeholders.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework.

The amount of telework is at the agency's discretion and is based on the California Air Resources Board's (CARB) current telework policy.

While the CARB may support telework, some in-person attendance is also required.


The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need.

Employees not residing in California are not eligible for telework.

Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.


Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly.

The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Position located in a high-rise building.
Requires being stationary, consistent with office work, for extended periods.
Standard office environment (artificial lighting, controlled temperature, etc.).
Daily use of a personal computer, office equipment, and/or telephone.
Must be able to move/transport testing equipment weighing up to 25 pounds with or without reasonable accommodation.
Occasionally, you may be exposed to outdoor weather, dust, or noise.

We are looking for a self-motivated, creative, open-minded, and analytical individual with a positive can-do attitude and a strong work ethic.

Knowledge of and experience with the regulatory development and implementation

process.

Knowledge of mathematical principles, statistics, organic chemistry, and atmospheric chemistry is desirable.

Knowledge of of VOC control strategies, toxic air contaminant exposure assessment, climate change impacts, California Environmental Quality Act (CEQA) requirements, and the development of appropriate mitigation measures.

Strong quantitative skills and experience in developing metrics and methods to

quantify emissions and impacts of various policies. Expertise in handling large datasets and writing queries with database tools (e.g., Access, Snowflake) and programming languages (e.g. python,

R, SQL) is highly desirable.

Excellent written and verbal communication skills. An ability to effectively present

ideas and information using clear and concise languages. A demonstrated ability to

build and maintain positive working relationships with CARB colleagues, industry

stakeholders, sister agencies, and a wide variety of other stakeholders would be

valuable.


Ability to review and analyze product survey data, calculate emissions and emission reductions, and develop accurate emissions inventories and chemical speciation profiles.

Ability to work independently or collaboratively. Well-developed project management

skills are essential to ensure the completion of multiple complex projects under

accelerated and competing deadlines.

Ability to think creatively beyond CARB's traditional data analytics practices.
Ability and experience distilling complex information while keeping the big picture in

mind.
