Duties:

As a PROGRAM MANAGER at the GS some of your typical work assignments may include:

  • Manages the planning, development, design, implementation, and sustainment of DTRA business related programs.
  • Assures that the projects stay focused on customer requirements.
  • Develops detailed project plans, tasks, schedules, and identifies milestone dates to ensure proper sequencing of events, work efforts, and resources to accomplish objectives.
  • Serves as the Contracting Officer Representative (COR) when assigned. Initiates acquisition and funding documents in a timely manner to avoid contract performance interruptions when exercising contract modifications, options, and complete contract closeout.
  • Generate, implement, and manage Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), and Interservice Support Agreements (ISAs) to provide for recurring facilities, logistics and engineering requirements.
  • Manage the Agency's Official Representational Fund (ORF) Gift program. Execute the Component head responsibilities and guidance for the use of ORF as a method to support official courtesies for the purpose of maintaining the standing and prestige of the United States and the DoD with military dignitaries, civilians, and officials of foreign governments.

Qualifications:


  • You may qualify at the GS-GS13, if you fulfill the following qualifications:
  • A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service.
  • Experience developing and implementing organizational business-related programs.
  • Experience managing and overseeing financial obligations and expenditures for procurement of products and services.
  • Knowledge of project development, product or service acquisition, execution, and financial obligation and expenditure documentation assurance for all assigned projects.
  • Experience preparing short and longrange plans in accordance with broad agency program policies and objectives.
  • Experience convening regular inprogress reviews and maintaining productive interaction with all stakeholders.
  • Experience generating and managing Memorandums of Understanding (MOUs), Memorandums of Agreement (MOAs), and Interservice Support Agreements (ISAs).
  • Experience with or skills and abilities to manage an Official Representation Fund.
  • Experience as an assigned, trained, and certified government purchase card holder.
  • Experience or skills to serve as a Contracting Officer's Representative.
  • Skilled in oral and written communications in order to provide updates and prepare information papers, policy and procedural statements.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.


Education:

Substitution of education may not be used in lieu of specialized experience for this grade level.

This is an Acquisition Workforce position in the Program Management functional area.

Required to become certified in the Practitioner tier within 5 years and get a minimum of 40 continuous learning points (CLPs) every fiscal year and 80 CLPs mandatory within 2 years.
