BASIC FUNCTION:
Human Resource related functions agency wide and assist Chief Executive Officer and Chief Financial Officer with administrative duties. The major areas covered are employment, onboarding/termination, orientation/training, employee relations, compensation, benefits, safety and risk management.

Under the direction of the Chief Financial Officer, assists in originating Human Resources and Risk Management practices and objectives that will provide a balanced program throughout all departments.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assist the Chief Executive Officer in the preparation of documents, reports, analyses, and Board/Committee related materials, while keeping Board volunteer records to current.
  • Prepare for contract reviews and site visits with the Illinois Department of Child and Family Services (DCFS), Illinois Department of Human Services, Illinois Coalition Against Sexual Assault, Illinois Coalition Against Domestic Violence, Illinois Criminal Justice Information Authority, and other funders, and assist in preparing for DCFS license renewal.
  • Maintain personnel records as required by DCFS and complete monthly DCFS reports.
  • Make recommendations regarding Human Resources policies and objectives.
  • Provide recommendations on employee relations and employee morale.
  • Keep employees informed of all changes to personnel policies, counsel with employees on personnel policies and personnel problems. Assist in the investigations of employee grievances and make recommendations for solutions.
  • Prepare payroll Perform biweekly time card audit of hours workedInput data into payroll system and process reimbursements.
  • Adhere to legal requirements and government reporting regulations affecting Human Resources function including but not limited to OSHA, EEO, ERISA, Wage and Hour, ADA, Affirmative Action, At Will Employment, Anti-Harassment, Conflict of Interest, Confidentiality. Monitor exposure of the agency and inform Chief Financial Officer of areas of concern as to ensure that agency employment, safety, and labor relations policies and practices are in compliance with the applicable provisions of federal and state labor laws.
  • Maintain standard recruiting and placement practices and procedures and advertise open positions, onboard new employees in cooperation and coordination with the Business Office, Welcome Center, Chief Operating Officer and Program Managers, with approval from the Chief Executive Officer.
  • Facilitate orientation, monitoring/monthly tracking of supervision, monthly updates to organizational chart, and annual performance evaluation process. Maintain a spreadsheet/personnel tracking database to monitor these aspects of HR and to ensure the annual audit of personnel records.
  • Maintain complete personnel and benefit file for each employee and archive as needed.
Page - Perform benefits administration functions, including health insurance, pension, and workers compensation.

  • Track Affirmative Action Data and work with HR attorneys to update the plans annually in July.
  • Facilitate all phases of the termination process, including exit interviews, closing of benefit programs, and retention of employment records as prescribed by law.
  • Complete salary survey studies as requested, including gathering salary/benefits information from local area nonprofits similar in size and mission to the agency.
  • Maintain agency personnel policies manual as required and facilitate the process of updating with direction from Chief Executive Officer and Chief Financial Officer.
  • Perform risk management function by serving on Agency Needs/Building &Grounds/Risk Management Committee, overseeing performance of safety and emergency monitoring function, and maintaining liaison with legal and regulatory advisors, and completing annual risk management report.
  • Ensure COA compliance.
  • Facilitate Supervisory training twice per year.
  • Achieve HR related strategic plan goals and administrative outcome measures.
  • Work with programs and Volunteer Training Coordinator to create training calendar and maintain/update accordingly training requirements by position document.
  • Attend and take minutes at Board/Committee meetings as assigned including but not limited to Personnel, Building & Grounds/Risk Management. Transcribe minutes and work with CEO to prepare agendas and reports for meetings as assigned. Attend and take minutes at administrative and management team meetings and assume communication of information to members.
  • Maintain all administrative and contract files and archive files when appropriate.
  • Assist GACS administration in any investigation against conduct that is illegal.
  • Other duties as assigned.
