    SUMMARY OF POSITION

    Under the direction of the Senior Engineer II - Drainage, performs or assists with managing tasks associated with drainage, including but not limited to: investigation of drainage complaints and concerns from residents, engineers, property owners, and consultants; reviewing drainage related civil engineering plans; assisting with, or performing the management of drainage related capital improvement projects; review and redevelopment of drainage policies and ordinances; and performing other tasks relating to drainage, stormwater, hydrology, and hydraulics, and other duties as assigned.

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    When Assigned to Graduate Engineer I

    Assists with review of civil engineering plans for both public and private development that may include grading, drainage, roadways, water, sewer, storm drains, detention, creeks, erosion control, stormwater quality measures, etc.

    Assists with reviews of flood studies, typically including hydrology and hydraulics modeling, and detention basin design.

    Investigates drainage complaints and concerns received from both public and private entities related to flooding, erosion, and stormwater quality that may involve creeks, storm drains, detention basins, pollutants, standing water, etc.

    Assists with site inspections during all construction stages of drainage infrastructure.

    Utilizes a variety of technological equipment and software applications in the performance of functions such as computers, technical software, plotters, and survey equipment.

    Utilizes software such as Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint, OneDrive, Teams), ArcMap, ArcGIS Pro, Bluebeam Revu, AutoCAD, HEC-HMS, HEC-RAS, PondPack, StormCAD, FlowMaster, and CulvertMaster.

    Contributes to updates of City ordinances, design manuals, standard details, and construction specifications.
    Performs research and routine clerical functions.

    When Assigned to Civil Engineer I
    Duties of Graduate Engineer I carry over and are performed with minimal assistance, in addition to:
    Reviews drainage grading/infrastructure plans for both private and CIP development projects with minimal assistance.
    Provides technical direction and support to other department personnel and other City departments.
    Prepares ordinances and resolutions for City Council action.

    Coordinates with other agencies including Collin County, the Collin County Soil and Water Conservation District (CCSWCD), the Texas Commission on Environmental Quality (TCEQ), the Texas State Soil and Water Conservation Board (TSSWCB), the Texas Department of Transportation (TxDOT), the Federal Emergency Management Agency (FEMA), and the US Army Corps of Engineers (USACE.

    When Assigned to Civil Engineer II
    Duties of Civil Engineer I carry over and are performed independently, in addition to:

    Serves as a city project manager for assigned drainage capital improvement projects with minimal assistance including supervision and oversight of contractors and/or consultants, schedule management, and budget management.

    Develops, reviews, and/or coordinates plans, specifications, cost estimates, and contracts for capital improvement projects in a timely manner based on design standards, construction details, and specifications to meet established standards and engineering practices.

    Presents information and provides recommendations to City Council and other leadership with respect to drainage-related projects.

    When Assigned to Senior Engineer I
    Duties of Civil Engineer I & II carry over and are performed independently, in addition to:

    Assists the Senior Engineer II - Drainage in the supervision and guidance of other drainage team members, including work assignments, time management, and professional development.

    Serves as a subject matter expert for drainage.
    Monitors industry trends and offers recommendations for implementation of innovative technical advancements.
    Performs supervisory activities in the absence of the Senior Engineer II Drainage.

    When Assigned to Senior Engineer II
    Duties of Civil Engineer I & II and Senior Engineer I carry over, in addition to:
    Independently guides and mentors other drainage team members, including work assignments, time management, and professional development.
    Assists the Engineering Environmental Manager with workload planning and adherence to the plan.
    Develops and implements citywide strategies for drainage analyses and improvements.
    May supervise other Drainage Engineering staff.

    Know the principles and practices of civil engineering as related to the preparation of plans and specifications of various projects with emphasis on drainage engineering.

    Knowledge of and/or experience with hydrology and hydraulics including drainage area delineation, the Rational Method, the Modified Rational Method, weir flow, orifice flow, open channel flow, pipe flow, hydraulic grade line calculations, and inlet calculations.

    Knowledge of and/or experience with computer programs such as HEC-HMS, HEC-RAS, PondPack, StormCAD, FlowMaster, CulvertMaster, XPSWMM, InfoWorks, AutoCAD, ArcMap, ArcGIS Pro, and Bluebeam Revu.

    Familiarity with FEMA floodplain management regulations.
    Ability to research methods, analyze situations accurately and adopt an effective course of action.

    Ability to know, interpret and explain the applicable laws, codes, regulations, standards, policies, and procedures as they relate to Civil Engineering and Drainage Engineering.

    Ability to know and use engineering and legal professional language.
    Ability to prepare and control the budget.
    Communicate effectively both orally and in writing.
    Able to effectively use interpersonal skills in a tactful, patient, and courteous manner.

    Exercise judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

    Ability to mentor, train, and motivate others.
    Supervise and perform complex and technical engineering duties in the coordination and direction of civil engineering projects.
    Prepare plans and specifications and review engineering project cost estimates.
    Adapt approved engineering methods and standards to the design and construction of a variety of projects.

    Utilize a variety of advisory and design data and information, such as technical study reports, engineering drawings, budget printouts, zoning and subdivision codes, planning maps, engineering designs and city ordinances.

    Ability to work from construction plans, shop drawings, and sketches, perform data entry, maintain records, and prepare reports.
    Able to work independently with minimum supervision and meet schedules and timelines.

    The ability to work in a team environment; contribute as a team member and treat co-workers, subordinates, and customers with respect.

    Build professional relationships with internal staff and customers.
    Offer flexibility and adaptability, especially during times of change.

    MINIMUM QUALIFICATIONS


    Any work-related experience resulting in acceptable proficiency levels in the below Minimum Qualifications is an acceptable substitute for the below specified education and experience requirement.

    When Assigned to Graduate Engineer I
    Bachelor of Science degree in Civil Engineering or related field.
    Engineer-in-Training certificate (or Engineer Intern certificate) from any state.

    When Assigned to Civil Engineer I
    Bachelor of Science degree in Civil Engineering or related field.
    Texas Professional Engineering (PE) License, or the ability to obtain within six (6) months.
    Four (4) years Civil Engineering experience in drainage, hydrology, hydraulics, and/or stormwater management.

    When Assigned to Civil Engineer II
    Bachelor of Science degree in Civil Engineering or related field.
    Texas Professional Engineering (PE) License, or the ability to obtain within six (6) months.

    Seven (7) years Civil Engineering experience in drainage, hydrology, hydraulics, and/or stormwater management; or an equivalent combination of education, training, and experience.

    When Assigned to Senior Engineer I
    Bachelor of Science degree in Civil Engineering or related field.
    Texas Professional Engineering (PE) License, or the ability to obtain within six (6) months.

    Ten (10) years Civil Engineering experience in drainage, hydrology, hydraulics, and/or stormwater management; or an equivalent combination of education, training, and experience.

    When Assigned to Senior Engineer II
    Bachelor of Science degree in Civil Engineering or related field.
    Texas Professional Engineering (PE) License, or the ability to obtain within six (6) months.

    Thirteen (13) years Civil Engineering experience in drainage, hydrology, hydraulics, and/or stormwater management; or an equivalent combination of education, training, and experience.


    CONDITIONS OF EMPLOYMENT
    Must pass a drug screen and background check.
    Must have Class C Texas Driver's License

    PHYSICAL

    DEMANDS

    Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).

    Tasks may involve extended periods of time at a keyboard or workstation. Some tasks require visual and sound perception and discrimination and oral communications ability.


    WORK ENVIRONMENT

    Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
